This has been included in our Capital Improvement Program." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Irvine Smith, the following ordinance was <br />approved on first reading by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $25,000.0-0 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR CONSTRUCTION OF A MAINTENANCE BUILDING AT SLEEPY HOLE PARK·" <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-373 - "I submitthe attached ordinance and recommend it be placed on first reading. <br />This authorizes a referendum in November on the sale of $S,S00,000 of Utility Revenue Bonds. <br />These funds are to be used for the construction of sewers in the City and improvements to <br />the water system. <br /> <br /> By having the electorate vote for the issuance of these bonds, they can be issued as <br />revenue bonds and not be chargeable to the bonded debt of the City. These bonds will be <br />paid for from proceeds of the Utility Company whieb eliminates any need for a tax increase <br />due to the issuance of these bonds. If revenue bonds are not issued, it would require the <br />issuance of General Obligation Bonds which would be charged to the City debt and paid from <br />tax monies. <br /> <br />The funds from the sale of the bonds would be used as follows: <br /> <br />Master sewage plan for the Western Branch area <br />without sewers. <br /> <br />Pump stations and collector mains in the Western <br />Branch area. <br /> <br />Sewer Lines -- <br /> Armistead Forrest <br /> Hatton Point Farms <br /> Siesta Gardens, Section 4 <br /> Smithfield Road - Francis Street <br /> DeKalb Avenue Pump Station <br /> Alabama Avenue <br /> Elizabeth Manor <br /> Green Lakes <br /> <br />Water Improvements -- <br /> Modernization of #2 Filter Plant <br /> Modernization of Godwin Street Pump Station <br /> Transmission main Suffolk to Portsmouth <br /> <br /> If the bond issue is approved, these projects could proceed towards construction in <br />the spring of 1972." <br /> <br /> On motion of Mr. Irvine Smith and seconded by Mr. Turner, the following ordinance <br />was approved on first readings, by thelfollowing vote: <br /> <br /> "AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF FIVE MILLION FIVE HUNDRED <br /> THOUSAND DOLLARS OF BONDS TO BE KNOWN AS UTILITY BONDS FOR THE PURPOSE <br /> OF MAKING IMPROVEMENTS, EXTENSIONS AND ADDITIONS TO THE REVENUE PRO- <br /> DUCINGUNDERTAKING OF THE CITY CONSISTING OF ITS WATER, SEWER, ANb <br /> SEWAGE DISPOSAL SYSTEMS, PURSUANT TO ARTICLE VII, SECTION 10, CLAUSE <br /> (2), OF THE CONSTITUTION OF VIRGINIA, AND CHAPTER S OF TITLE 1S.t OF <br /> THE CODE OF VIRGINIA, -1950." · <br /> <br /> Ayes: Holley, J~hnson, King, Irvlne Smith, Raymond Smith, Turner, Barnes <br /> Nays: None <br /> <br /> 71-574 - "I submit the attached resolution and recommend its adoption. This authorizes <br />the issuance of $5,000,000 of General Obligation Bonds. These bonds will cover the cost <br />of capital projects that have been completed or are currently under construction but bonds <br />have not been issued. There are also funds in' this issue for the final payment to the City <br />of Chesapeake on loss of revenue payments due to annexation. Th~s amounts to $275,000. <br /> <br /> <br />
