<br /> "With pleasure and pride, the Commission submits its report for the 1970-71 fiscal
<br />year. Necessity called for major efforts to rebuild our staff program, and we have accomp-
<br />lished this within guidelines provided by the Public Administration Service for rebuilding
<br />city government. Since we now have shifted over to an annual work program involving
<br />quarterly progress review, I shall confine my comment to transmmtt~l of this document and
<br />reference to our Minutes in which the Commission evaluates its projects and progFam per-
<br />formance. Comparatively, our per capita budgetary allotment remains well below that of the
<br />other major cities of Virginia; and we trust our program represents the best possible
<br />utilization of limited municipal resources.
<br />
<br /> On motion of Mr. Irvine S~ith and seconded by Mr. Turner, the report to be received as
<br />information and a letter of commendation be sent to the Planning Commission for its efforts.
<br />The motion fucker included, by requeat of Councilman Holley that the section of the report
<br />E-1 include tke Portsmouth City Council as also having joined with the Planning Agency
<br />of th~ City in working closely with officials in Richmond an8 Washington to secure this
<br />desig~atmon, was ad~pted by the following vote:

<br />Nays: None
<br />
<br />71-438 The following letter received rrm Mrs. K. M. Bass, was read:
<br />
<br /> "I'm writing you concerning a safety problem at the Hodgqs Manor Elementary School and
<br />the Lakeview Elementary School; both schools at which I now have children attending.
<br />
<br /> I have spoke to several departments in our city about this problem but to no avail.
<br />The road conditions and traffic conditions at these schools are deplorable. Speaking in
<br />behalf of'a group of concerned paten%s, for the sake of our children, ~this situation needs
<br />to be corrected as soon as possible.
<br />
<br /> I would like to have the opportunity to speak to you at the City Councii meeting on
<br />Tuesday, September 2B, 1971; to bring this problem to your attention, on behalf of these
<br />parents, and to see if you can offer us any suggestions, or possibly a solution to help
<br />alleviate this problem. Any help you ~an give us will be greatly appreciated."

<br />Mrs. Bass spbk~ and-presented the following petition:
<br />
<br /> "We the undersigned have seen the road and traffic conditions at the LaReview Elementar
<br />School and/or the Hodges Manor Elementary School. We petition the City Council to help see
<br />that the children are provided with ~ome form of pmetection at these areas during the times
<br />they are enroute to and from (and while present) their respective schools for their safety
<br />until these conditions can be corrected. Signed - Mary Leigh Clarke and others."

<br /> Motion of Mr. Johnson and seconded by Mr. Raymond Smith that all matters relating to
<br />the physical situations concerning student safety (road and traffic conditions) at Hodges
<br />Manor Elementary School and Lakeview Elsmentary School that would come under the jurisdictio~
<br />of the School Board be referred to that body; and that all of the matters pertaining to the
<br />City be referred to the City Manager for handling and to report to the City Council on pro-
<br />gress at the next Council meeting~ was adopted by the following vote:

<br />Nays: None
<br />
<br />71-139 - The following letter received from Clerk of the School Board was read:
<br />
<br /> "At a special meeting of tbs School Board of the City of Portsmouth on September 24,
<br />1971, the board~ approved the following resolution:
<br />
<br />'BE IT RESOLVED that the School Board
<br />Council to approve the appropriation
<br />Emergency School Assistance Program.'
<br />

<br />intendent of Schools, School Board President and Mr. R~bert Wentz and the public have an
<br />opportunity, at a public meeting, te hear the pros and cons of the Federal grant in question
<br />The motion failed by the the following vote:
