<br /> 71-464 - The following letter mecei~ed from Mr. Josephus A. Schaefer, Chairman,
<br />Fortsmouth Safety Council, was read:

<br /> "This is to request that I be placed on agenda for the 12 October 1971
<br />meeting for the purpose of soliciting financial support for the Portsmonth
<br />
<br /> Mr. Josephus A. Schaefer spoke,
<br />
<br /> City Council
<br />Safety Council."

<br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, a meeting between the City
<br />Manager and Mr. Schaefer is to be established to secure details about personal expenditures
<br />rendered by Mr. SchBefer for functioning of Portsmouth. Safety Council. Further, it was re-
<br />quested that the City Manager look into possible means of supporting the Portsmouth Safety
<br />Council financially and render a report at the next Council conference, was adopted by the
<br />following vote:

<br /> 71-465 The following letter received from Mrs. Anne M. Lo,w, Corresponding Secretary,
<br />Federation of Civic Clubs, was read:
<br />
<br /> "At our September meeting, the Federation of Civic Clubs voted unanimously to request
<br />that the Portsmouth City School Board consider immediately the advisability of postponing
<br />night high school football until the social disorders now plaguing our city are brought under
<br />control.
<br />
<br /> Incidents this past week-end, as well as those reported previously, are definite reasons
<br />as to. why our organi, zation deems it imperative that such action be taken. While we have
<br />noted assurances by school officials that order is maintained within th~ stadiums during
<br />playing time, we have come to believe that this order is maintained only by a show of police
<br />strength underwritten at the School Board's expense.
<br />
<br /> We, also, believe that if the School Board continues to allow night football it must
<br />assume the moral responsibility for any further indignities against individuals, and/or the
<br />community.
<br />
<br /> The loss of one life, or the maiming of one more child is far too much to sacrifice for
<br />any financial benefit derived from night football.
<br />
<br /> We urge your favorable action

<br /> 71-466 - The following letter

<br /> "At the Regular Meeting of the Cradock Property Owners held S October 1971, a motion
<br />was unanimously approved to request that you and the City Council take ridged action to
<br />immediately discontinue night football games at the Cradock ~tadium."

<br /> The following action was taken on the above~ Items 71-465 and 71-466:

<br /> On motion of Mr. Holily. and seconded by Mr. Raymond Smith, both letters to be received
<br />as information, with information furnished ~rs. Anne M. Loew as to Councilmatic action taken.
<br />
<br /> Mr. Irvine Smith made an amendment to the motion that anyone causing trouble at a public
<br />gathering be declared a public enemy and that any necessary action be taken to remedy the
<br />situation even if it requires calling in the Federal Bureau of Investigation. The amendment
<br />and motion as amended, were adopted by the following vote:

<br />
<br /> 71-467 Mr. Irvlne Smith requested that lhe City Manager take cognizance of all areas
<br />within the City that are overgrown with grass. If the areas are privately owned, have the
<br />pwner rectify the situation. If thgslmatter is not corrected than the City would remedy the
<br />situation and bill the owner. If the areas overgrown are public, the City should take
<br />immediate steps to correct the problem.

<br /> 71-468 On motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith, the City Counc
<br />is to establish a meeting with the City Treasurer and the Commissioner of Revenue to discuss
<br />the situation of possibly bringing the two offices w~thin the bounds of the City Finance De-
<br />partment, was adopted by the following vote:

<br /> 71-469 - The following letter received from Mr. C. A. Butler, Chairman, Park View
<br />Citizens Committee, ~isol~i~ned by H. G. Johnson, Vice Chairman, and F. B. Owens S~cretary,
<br />
<br /> "~e, the Officers of the ProjeQt Area Committee of the Park View Conservation Project,
<br />would like to make known our feelings aboot the recent developments concerning PRHA and the
<br />report following the audit of PRHA accounts.
<br />
<br /> A public trust has been broken by the management of PRHA. Whether through criminal
<br />intent or gross incompentence, the fact that this trust has been broken has dealt a damaging
<br />blow to PRHA's position in the City of Portsmouth.
