<br /> On behalf of some of the petitioners, we would like to express
<br />the recent referendum placed on the November 2nd, General Election
<br />R. Irvine Smith's proposal urging a block on the Treasurer Vote.

<br /> to you our views on
<br />Ballot and Councilman

<br /> Since you are our governing body, a~d because your function while in office concerns
<br />us, we feel you should know our opinions on the matters that come before you. We think the
<br />best way to serve the people is to know the people you serve!
<br />
<br /> For this reason, as well as the aforementioned reasons, I would like to address the
<br />Council."
<br />
<br /> Mrs. Bass spoke.and presented the following letters:
<br />Letter addresse&~ Mr. John W. Hill, Principal, Lakeview Elementary School-
<br />''After both my husband and I came to you concerning an incident that happened at school
<br />during your absence and your assurance that it would not happen again; you stated that you
<br />were glad that we had come to you concerning this matter and would look into it and we could
<br />have a conference with you, Mrs. Watts, and Dr. Mi E. Atford, Superintendent of Schools.
<br />No conference with the afurementioned was called. In fact, you notified Dr. Alford that no
<br />such thing had h~ppened.
<br />
<br /> He sent a letter to Mr. A. P. Johnson, City Manager, stating that he had talked with
<br />you and you had no knowledge of this incident, but you received a complaint of this nature
<br />and found no evidence to support these allegations. What about the bruises that you your-
<br />self saw Mr. Hill? You stated that you knew of no fights. This you were told about, in
<br />fact, you yourself had to stop the children unloading from the buses on Darren and Home
<br />Avenues from bothering the children you were trying to load on the buses from your school.
<br />You also stated to me that my child was emotional disturbed. Well, I find it very hard to
<br />believe that you would make such statements having the facts at your disposal.
<br />
<br /> Since this report has been made to Dr. Alford and he in turn reported them to the
<br />council without even having the conference to make clear the whole situation involving these
<br />incidents, I am again asking that you request a conference-with yourself, Mrs. Piland,
<br />Dr. Alford, my husband and me, Mrs. Watts, and since this report was made to the City Council
<br />Mr. A. P. Johnson, and a representative of the Council; to clarify what happened concerning
<br />these incidents and why the matter was not checked more thoroughly before you gave your
<br />report ie(conference)."
<br /> Letter addressed to Honorable Jack P. Barnes. and City Councilmen-
<br /> "A request was.made of the P~incipal of Lakeview Elementary School asking him to call
<br />a conference concerning the report he gay6 to Dr. M. E, Alford who in turn gave to
<br />Mr. A. P. Johnson, City Manage~, and Mr. Johnson gave the report to you. I requested the
<br />conference both verbally and written and still no reply.
<br />
<br /> This matter was not checked as thoroughly as it should.have been, to give a report on
<br />it so I am requesting that you also ask for a conference to be called as soon as possible
<br />to clarify these issues."
<br />
<br /> Motion of Mr. Irvine Smith and seconded by Mr. Holley that City Council direct Judge
<br />McMurran to remove the referendum regarding the combining of the Commissioner of Revenue and
<br />the City Treasurer into the Department of Finance, thus making them.appointive by the City
<br />Manager, was defeated by the following vote:

<br />71-489 The following letter from Mr. Bill Chapman, 517 Gygax Avenue,

<br />was read:
<br />
<br /> "I would like to address the City Council at the next regularly scheduled council
<br />meeing (Oct. 16, 1971). My topic is on preserving the City Park nine-hole golf course.
<br />A petition has already been presented to the Recreation Commission which they are considering
<br />I feel it is best to inform the City Council now in adequate time for them to make a compre-
<br />hensive decision."

<br />plans are formally developed a public hearing be held to discuss the pros and cons o~ the
