<br />resolution was aSopted by. the following vote:

<br />"RESOLUTION AUTHORIZING ALL city EMPLOYEES TO REUEIVE WAGE INCREASES
<br />RETROACTIVE TO OC?0BER 1, 1971, IF SUCH IS LEGALLY PERMISSIBLE.
<br />
<br /> WHERgAS, the Council of the City of Portsmouth, Virginia, by Ordinance No.
<br />adopted on June 22, 1971, did in effect authorize certain wage increases for all
<br />effective as of October 1, 1971;~ and
<br />
<br />1971-62
<br /> city employees
<br />
<br /> WHEREAS, the President of the United States put into effect a "freeze"
<br />which commenced on August lB, 1971, such "freeze" to remain i~ effect until
<br />thereafter; and
<br />
<br />on wage increases
<br />ninety days
<br />
<br /> WHEREAS, said city employees were deprived of the aforementioned pay increases by
<br />such'~reeze" from October 1, 1971 untile t~ end of such "fr~eze"; and
<br />
<br /> WHEREAS, this Council feels that it is obligated to honor its committment to wage
<br />increases effective as of October 1, 1971; and
<br />
<br /> WMEREAS. t~ere see~s to be a ~pssobility that retroactive wage ~mcreases may be per-
<br />mitted after said "freeze" by the President's Pay Board;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BYVT~E COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />that all city employees shall receive wage increases retroactive to October 1, 1971, if
<br />when such retroactive wage increases are legally permissible."

<br />the record of school related incidents that have happened since the beginning of this school
<br />year'? The dity of Norfolk recently made available to the press the school related inciden.ts
<br />I for one, as an interested citizen, think the public should be informed of what is happening
