Ortober 26. lq~1 <br /> <br />NEW BUSINESS <br /> <br />7 <br /> <br />71-481 The following letter received from the Clerk of the School Board, was read: <br /> <br /> 'It its regular meeting on October 14, 1971, the School Board of th-e City of Portsmouth <br />adopted the following resolution: <br /> <br />'BE IT RESOLVED THAT <br /> <br /> the School Board of the City of Portsmouth requests permission from the City <br />Council to make application to the Literary Fund for a loan of $500,000 to be applied <br />to the cost of conversion of I. C. Norcom High School in compliance with the Court <br />Ordered Plan.' <br /> <br /> On motion of Mr. Burrell Johnson and seconded by Mr. Raymond Smith, the resolution was <br />adopted b~ the following vote : <br /> <br />Ayes: James W. Holley, <br /> Jack P. Barnes <br />Nays: None <br /> <br />Burrell R. Joh.nson, Isaac ~. King, R. Irvine Smith, <br /> <br />71-482 Letter inserted with Item 71-4S0. <br /> <br />71-483 Letter inserted with Item 71-4S0. <br /> <br /> 71-484 The following letter received from Mr. Henry L. Brantley, Jr., Secretary, <br />Simonsdale Civic Club, was read: <br /> <br /> "The members of the Simonsdale Civic Club have unanimously voted to go on record as <br />opposing the forced busing of school children for the purpose of attaining an arbitrary <br />percentage of racial integration in our public schools. <br /> <br /> The arbitrary <br />to their health and <br />education. <br /> <br />shifting of school children from their <br />safety and contributes nothing to the <br /> <br />neighborhood schools is detrimental <br />improvement of the quality of their <br /> <br />Please ma~e the other members of the City Council aware of our feelings in this matter." <br /> <br /> Mr. Holley made a motion that was seconded by Mr. Raymond Smith to receive the letter <br />as informatiom. <br /> <br /> Mr. Johnson made an amendment that was seconded by Mr. Irvine-Smith that a copy of the <br />letter be sent to all U. S. Congressmen and Senators. The amendment was adopted by the <br />following vote: <br /> <br />Ayes: Johnson, Kin~, ~rB.~e'-~mith, Raymond Smith, Barnes <br />Nays: Holley <br /> <br />The motion as amended was adopted by the following vote: <br /> <br />Ayes: Johnson, King, Irvine.Smith, Raymond Smith, Barnes <br />Na.~s~ Holley <br /> <br /> 71-485 - The following letter received from Mr. Beatty Winther, 816 Jewell Av.enue, <br />was read: <br /> <br /> -"~ am ~equesting to speak at the next City Council meeting. My topic is in reference <br />to court ordered busing and the twelve month school plan. <br /> <br /> I feel that as a citizen,, I should express my feelings about, the programs, plus the <br />feelings of many others. Thanking you in advance for your help and consideration." <br /> <br />by <br /> <br /> Mr. Winther spoke. (See Exhibit 71-485) <br /> <br /> On motion of Mr. Irvine Smith and seconded by Mr. Johnson, to be received as information <br />the following vote: <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Barnes <br /> Nays: None <br /> <br /> 71-486 The following letter received from Mr. George T. Jepson, 41 Aylwin Road, <br />was read: <br /> <br />"I/m writing in regards to the night football games of our High Schools in this city. <br /> <br /> Due to the fact I'm involved with the Cradock High School <br />International Order of Jobs Daughters and Masonry, plus church <br />tact with l~arge-n~mbers.~of both adul. ts and young adult ,members <br /> <br />Band Parents Assoc. and the <br />activities, I do come in con- <br />of our fine city. <br /> <br /> After talking with literally hundreds of them, I find the general feeling of most all <br />is that these night football games should definitely be continued. Most all feel that safety <br />is a must, but that other means could be worked out rather than take away another freedom of <br />the people, due to a~mmall minority of hoodlums who cause the problems. <br /> <br /> <br />
