Stephenson, 3104 Glasgow Street, was read: <br /> <br /> 26th, in behal] <br /> <br /> Motion of Mr. Turner and seconded by Mr. Holley, the matter be referred toga Council <br />conference in order to make a realistic study so not to place an undue burden on the citizens <br />of Portsmouth. <br /> <br /> Mr. Irvine Smith made an amendment that was seconded by Mr. Johnson, that this item be <br />brought back to the City Council the second meeting in November (23rd), was adopted by the <br />following vote: <br /> <br />Ayes: Holley, Johnson, King, Raymond Smith, Turner <br />Nays: Irvine Smith, Barnes <br /> <br />71-451 - The following ordinance, approved a~ last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND SECTION 2-27 <br />VIRGINIA, 1961, PERTAINING TO BONDS <br />OF THE CITY." <br /> <br />OF THE CODE <br />REQUIRED BY <br /> <br />OF THE CITY OF PORTSMOUTH, <br />CERTAIN OFFICERS AND EMPLOYEES <br /> <br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the ordinance was adopted by <br />the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />71-452 - The following ordinance, approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY <br />REPEALING SECTIONS 10-21, 10-25 AND 10-26, BY ADDING THERETO NEW SECTIONS <br />NUMBERED 10-31.1 AND I0-31.2; AND BY AMENDING SECTIONS 10-6, 10-7, 10-8, 10-9, <br />10-10, 10-12, 10-13, 10-16, 10-17, 10-23, 10-24.1, 10-27, 10-28, 10-29, 10-S0, <br />10-S1, 10-42, 10-71, 10-72, 10-8¢, 10-117, AND 10-123; PERTAINING TO THE DUTIES <br />AND RESPONSIBILITIES OF THE CITY AUDITOR AND THE DIRECTOR OF FINANCE, THE DE- <br />POSIT AND WITHDRAWAL OF FUNDS, FINANCIAL RECORDS AND REPORTS, AND THE PAYMENT <br />AND COLLECTION OF TAXES." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, the ordimance was adopted <br />as amended by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Barnes <br />Nays: None <br /> <br /> On motion of Mr. Johnson and seconded by Mr. <br />were adopted, and by the following vote: <br /> <br /> Article IV - City Auditor -- Sec. 10-31.1. Duties. <br /> <br /> The City Auditor shall make periodic internal audits on all <br /> <br />Raymond Smith, the following amendments <br /> <br /> funds and all departments <br />for proper charges, appropriazions and expenditures and of all departments, offices and agenciies <br />collecting charges, fees, fines and other revenues for the City. In case of any discrepancies <br />said a~ditor is to report these discrepancies to the City Council. The City Auditor shall <br />per~= such other duties as may be prescribed by ordinance, by the City Council or by the <br />Director of Finance. <br /> <br /> Sec. 10-31.2.
