<br /> 71-513 - Letter received from Mr. Harvey N. Johnson, Jr., CEP Administrator, was read:
<br />
<br /> "This is to request that a spokesman representing the Central Civic Forum be placed
<br />on the agenda of the City Council for the meeting of November 9, 1971. The presentation
<br />and submission of a petition will urge the fullest support of City Council for the Ports-
<br />mouth School Board's current and continuing efforts twoard quality public education for all
<br />children. The Forum xs joined by the Portsmouth Citizens for Quality Public Education in
<br />this effort.
<br />
<br />Mr. Harvey N. Johnson, Jr., spoke and presented the following petition:
<br />
<br /> "We, the undersigned citizens who ~tand for quality public education, hereby petition
<br />the Honorable City Council of Portsmouth, Virginia to furnish immediately to the Portsmouth
<br />School Board whatever funds, services, authorizations, and other measures of support which
<br />may now be nemded to make possible the provision of adequate and efficient bus service for
<br />students attending Public Schools in the City of Portsmouth: Signed by Littleton L. Southall
<br />and others.'

<br /> On motion of Mr. Holley and seconded by Mr. Turner, the report to be received as in-
<br />formation, was adopted by the following-vote:

<br /> 71-514 - The following letter received from Mr. Titus O. Sills, Jrt, President,
<br />Portsmouth Jaycees, was read:
<br />
<br /> "Attached is the resolution I called you about. Please have it read at the next
<br />Council meeting.
<br />
<br />Copies have also been forward6d to Mayor Barnes and Mt. Johnson. Thanks for your help."
<br />The following resolution was read:
<br />
<br /> "WHEREAS, the Portsmouth Jaycees as
<br />need to publicly state its feeling after
<br />development and Housing Authority.
<br />
<br />a non-partisan community organization feel the
<br />the recent investigation of the Portsmouth Re-
<br />
<br /> WHEREAS, th~ Portsmouth Jaycees feel, as do many other civic organizations and private
<br />citizens alike, that problems of this kind, only tend to downgrade our cities image through-
<br />out the state and cause undue reflection upon our city leaders.
<br />
<br /> THEREFORE BE IT RESOLVED, that the Portsmouth Ja?cees would like to commend our City
<br />Manager, Mr. Johnson, and City Council on their handling of the entire situation and urge
<br />the citizens of Portsmouth to fully support our new Executive Director, Mr. Frye, in his
<br />endeavor to rebuild an organization that is sorely needed in this community."

<br />ceived as information, was adopted by the following vote:

<br />71-515 The following letter ~eeeived from Mrs. Bertha M. N. Winrow, 1527 Summit
<br />
<br /> "I had to be concerned about the misuse of PRHA funds. It seems to me that those who
<br />are responsible for thm "borrowing" should be made to repay the money. What are you doing
<br />about the ' '' ~"
<br />
<br /> On motion of Mr. Raymond Smith and seconded by Mr. Holley, the City Clerk was directed
<br />to prepare and send a letter to Mrs. Bertha M. N. Winrow referencing the action that City
<br />Council offcially executed concerning the Portsmouth Redevelopment and Housing Authority
<br />mismanagement of funds, was adopted by the following vote:
<br />

<br />Nays: None
<br />
<br /> Mr. Raymond Smith made a motion that was seconded by Mr. Johnson to direct the City
<br />Manager to secure copies of the Auditor's report of the Portsmouth Redevelopment and Housing
<br />Ruthority's accounts and make the report availablm to the City Council was adopted by the
<br />following vote: '
