Movember 23. 1971 <br /> <br />area residents. <br /> <br />(9) <br /> <br />The Authority will e~tablish immediately joint cooperative efforts <br />with all affected City departments Charged With providing non,cash <br />improvements. <br /> <br />In Park View, priority consideration will be given to the following <br />project improvement commitments: <br /> <br />(A) Park View Playground <br /> <br />(B) Clearance of Scotts Creek Blighting Mud-flats Influence <br /> <br />(C) Improvements and Repairs to Streets and Sidewalks <br /> <br />(D) Storm Drainage and Sanitary Sewer and Water Distribution <br /> <br />(10) Problems in the project related to HUD are less subject to Authority <br /> correction, but certain actions are possible. <br /> <br />The Authority will seek immediate approval from <br />HUD to process its own loans at a local level as soon as a feasible <br />system for internal processing and control can be developed. The <br />Authority feels that this will do much to expedite the financial <br />approval in HUD. <br /> <br />Also, the staff is seeking innovative local answers to the economic <br />problems of individual property owners which HUD seems unable to <br />assist., In this view, meetings are currently being arranged with <br />the City Manager's Office and with five local Savings and Loan <br />Associations." <br /> <br /> On motion of Mr. Irvine Smith and seconded by Mr. King, the report of the City <br />Manager was endorsed with a copy to go to the Park View P.A.C., was adopted by ~he followin <br />vote: <br /> <br /> Ayes: Holtey, Johnson, King, Irvine Smith!, Raymon~ Smith, Turner~ Barnes <br /> Nays: None <br /> <br /> 71-S$6 - "I recommend I be authorized to advertise for sale certain lots in Pinners <br /> Point and also advertise for lease various properties in the same area. <br /> <br /> We have received a request to advertise three City-owned parcels of property <br />in order that a maintenance building can be constructed. This ,is to be built by a <br />private developer and will not be tax-exempt. '~ <br /> <br /> There is.also interest in leasing various City-owned lots to be used in storing materia <br />shipped through the marine terminal. 'These lots are to be leased on a thirty-day basis <br />until such time as the land is needed for the construction of warehouses, etc." <br /> <br /> Motion of Mr~Turner and seconded by Mr. Irvine Smith to concur with the recommendation <br />of the City Manager, was adopted by the following vote: <br /> <br />Ayes: Holley, JohnSOn, King, Irvine Smith, Raymond Smith~ Turner, Barnes <br />Nays: None <br /> <br /> 71-537 - "l submit the attached resolution and recommend its adoption. This appoints <br />five viewers for the closing of a portion of Barkley Avenue. <br /> <br /> This is a paper street that has been requested to be closed by the adjoining property <br />owner. The Planning Commission has recommended the closing." <br /> <br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the following resolution <br />was adopted by the following vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A PORTION OF BARCLAY <br />AVENUE {FORMERLY ROSE AVENUE) FOR A DISTANCE OF APPROXIMATELY 130 <br />FEET WEST OF THE NORTHWEST INTERSECTION OF BARCLAY AVENUE AND <br />GEORGE WASHINGTON HIGHWAY. <br /> <br />WHEREAS, Margaret C. Boze has made application to vacate and close the hereinafter <br />described portion of a certain street and it appearing that notice of the application and <br /> request for the appointment of viewers was duly posted on November 11, 1971, on the bulletir <br /> board of the Court of Hustings for the City of Portsmouth, on the bulletin board of the <br /> Circuit Court of the City of Portsmouth, and on the bulletin board of the Municipal Court, <br /> Civil Division, of the City of Portsmouth, Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that Louis J. Leitner, James V. McGehee, Zalmon I. Blachman, James Choate and F. J. Bergero~ <br /> be appointed viewers to view the hereinafter described portion of such street and report <br /> to this Council in writing whether in their opinion any,/ and if any, what inconvenience <br />would result from vacat:ing and Glosing the following: <br /> <br /> <br />
