January 26, 1999 <br /> <br />The Christian Antioch Church has expressed a need to utilize the <br />space available for voting. The new location at Emily Spong <br />Elementary School is only two blocks away. <br /> <br />Recommendation: <br /> <br />Adoption of an ordinance to change voting Precinct 14 located at Christian <br />Antioch Church, 2200 Palmer Street, to Emily Spong Elementary School, 2200 <br />Piedmont Avenue. <br /> <br />Purpose and Need: <br /> <br />The Pastor of Christian Antioch Church informed the Electoral Board that the <br />church daycare center has increased, therefore, the location currently used for <br />voting will be needed for additional daycare services. <br /> <br />· The proposed location has adequate parking and has been approved by the <br /> Superintendent of Schools. <br /> <br />· Emily Spong Elementary School is two blocks away from the current voting <br /> location. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact with the proposed change. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO AMEND CHAPTER 10 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 10-99 THEREOF <br />PERTAINING TO THE VOTING PLACE FOR PRECINCT NO.14." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99-17 - Adoption of a motion to exceed the 25% limit of allowable change orders on <br /> the construction contract for Bide-A-Wee Golf Course new building facilities. <br /> <br /> Unexpected field conditions and modifications made to the <br />facilities during the construction of the project have made the change <br />order necessary. These modifications have overall improved the <br />facilities and have increased the number of people that the facilities <br />can accommodate. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to exceed the 25% limit of allowable change orders on the <br /> construction contract for Bide A Wee Golf Course New Building Facilities. <br /> <br />Purpose and Need: <br /> <br />The change order for the Bide A Wee Golf Course New Building Facilities is <br />necessary because of unexpected field conditions and modifications made to the <br />facilities during the construction of the project. <br /> <br />· The modifications have improved the facilities and their operation as well as <br /> increased the number of people that the facilities can accommodate. <br /> <br />· The contractor for this work is Beck Development Corporation. <br /> <br />Financial Impact: <br /> <br />Although the 25% limit of allowable change orders is requested, there remain <br />sufficient funds from the original appropriation for the Bide A Wee Golf Course <br />renovations to cover the contract increase. <br /> <br /> <br />
