January 26, 1999 The Christian Antioch Church has expressed a need to utilize the space available for voting. The new location at Emily Spong Elementary School is only two blocks away. Recommendation: Adoption of an ordinance to change voting Precinct 14 located at Christian Antioch Church, 2200 Palmer Street, to Emily Spong Elementary School, 2200 Piedmont Avenue. Purpose and Need: The Pastor of Christian Antioch Church informed the Electoral Board that the church daycare center has increased, therefore, the location currently used for voting will be needed for additional daycare services. · The proposed location has adequate parking and has been approved by the Superintendent of Schools. · Emily Spong Elementary School is two blocks away from the current voting location. Financial Impact: · There is no financial impact with the proposed change. Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 10-99 THEREOF PERTAINING TO THE VOTING PLACE FOR PRECINCT NO.14." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 99-17 - Adoption of a motion to exceed the 25% limit of allowable change orders on the construction contract for Bide-A-Wee Golf Course new building facilities. Unexpected field conditions and modifications made to the facilities during the construction of the project have made the change order necessary. These modifications have overall improved the facilities and have increased the number of people that the facilities can accommodate. Recommendation: · Adoption of a motion to exceed the 25% limit of allowable change orders on the construction contract for Bide A Wee Golf Course New Building Facilities. Purpose and Need: The change order for the Bide A Wee Golf Course New Building Facilities is necessary because of unexpected field conditions and modifications made to the facilities during the construction of the project. · The modifications have improved the facilities and their operation as well as increased the number of people that the facilities can accommodate. · The contractor for this work is Beck Development Corporation. Financial Impact: Although the 25% limit of allowable change orders is requested, there remain sufficient funds from the original appropriation for the Bide A Wee Golf Course renovations to cover the contract increase.
