h~c~mb~r 21. 1971 <br /> <br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the resolution was adopted <br />by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-581 - The following letter received from Director of Planning was read: <br /> <br /> "At its regular monthly meeting on December -, 1971, the City Planning Commission <br />referred two proposals for legislative action in the forthcoming session of the Virginia <br />General Assembly to you in hopes, that you will lend your support. <br /> <br /> We are in touch with Senator Willard Moody and Delegates Cleaves Manning and Lester <br />Schlitz on these two matters. Already you have resolved to seek Congressional action for <br />an extension of the Interstate and National Defense Highway System to link I~terstate 264 <br />at Bowers Hill with Interstate 664 at Craney Island. <br /> <br /> During the General Assembly session this spring, our entire delegation supported <br />Delegates Glenn Yates and William Robinson in their attempt to create a ~Metropolitan Core <br />Areas Study Commission~.'' <br /> <br />The following resolution was read: SENATE JOINT RESOLUTION <br /> <br /> "Petitioning the U. S. Congress and the U. S. Department of Transportation for a <br />critically needed extension of the Interstate and National Defense Highway System. <br /> <br /> ~lereas, the Hampton Roads Metropolitan Area is both a vital military complex and a <br />centuries old urban core exhibiting critical socio-economic problems; and <br /> <br /> Whereas, the vast amount of non-Taxable Federal property in metropolitan Hampton Roads <br />warrants Federal investments which could contribute to economic developmen.t; no~,~therefore,t <br />be it <br /> <br /> Resolved by the Senate, the House of Delegates concurring, that the Virginia General <br />Assembly petitions the U. S. Congress and the U. S. Department of Transportation for legis- <br />lative action to add a segment of approximately twelve (12) miles to the system of Inter- <br />state and National Defense Highways for the purpose of completing a metropolitan circum- <br />ferential 'Beltway' from Interstate 1-64 at its Bowers Hilt terminous in the City of <br />Chesapeake to Interstate 1-664 at its Crane)- Island terminous in the City of Portsmouth. <br />The General Assembly is informed that wh£1e this freeway corridor passes through what is <br />defined by the U. S. Bureau of the Census as an 'Urbanized Area', it would result in an <br />i~significant dislocation of dwellings and b~sinesses. <br /> <br /> The Commissioner of Highways is hereby authorized <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. <br />was adopted by the following vote: <br /> <br />to pursue this matter." <br /> <br /> Turner to support the resolution, <br /> <br />Ayes: HOlley, Johnson, Ki~; Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> The following resolution was read: HOUSE JOINT RESOLUTION <br /> CREATING THE METROPOLITAN CORE AREAS STUDY COMMISSI. <br /> <br /> 'TW~ereas, many changes have o~curfed i~ metropolitan areas and much ~as been learned <br />about problems of.urban municipalities during the four years which have elapsed since re- <br />lease of the Virginia Metropolitan Areas Study Commission Report; and <br /> <br /> Whereas, t~e 1970 Census data evidences a shift of Virginia population from a rural to <br />an urban base; and <br /> <br /> Whereas, there is growing evidence that critical' metropolitan issues center on sorely <br />vexed old core cities and inner city neighborhoods; now, therefore, be it <br /> <br /> Resolved b~' the Mouse of Delegate~, ~the Se~ate concurring, that t~ere is hereby <br />created a Metropolitan Core Areas Study Commission which shall consist of nine members. The <br />Governor shall appoint a Chairman and two other members and the President of the Senate and <br />the Speaker of the House shall each ~ppont three mem~s. <br /> <br /> The Co~ission shall review the report of the Metropolitan Areas Study Commission <br />and the report of'the COmm'iss~ion of Capita~t City Boundaries, research metropolitan problems <br />as they relate to urban core 'inner city' situations, and shall consider and~use to its full <br />est t~'e d~tg and information resulting from the pilot study of the City of Portsmouth being <br />conducted by the Division of State Planning and Community Affairs. <br /> <br /> The Commission shall submilt an interim report to the Governor and General Assembly no <br />later than December fifteen, ninetagn hundred seventy-two, containing analyses and recom- <br />mendations, especially fiscal problems, as a guid~ in the Annual Session of 1973. <br /> <br /> T~e Commission shall submit a full report to the Governor and the General Assembly not <br />later than November fifteen, nineteen hundred seventy-three, containing analyses and recom- <br />mendations on ways and means for the Commonwealth to deal with metropolitan core problems. <br /> <br /> Members of the Commission shall receive no compensation but shall be paid their reason- <br />able and~mecessary expenses incurred in the performance of their duties. The Commission, <br />through the Division of State Planning and Community Affairs, may obtain expert advice. <br /> <br /> <br />
