<br />FOR THE PURPOSE OF SEEKING COOPERATIVE SOLUTIONS TO PROBLEMS COMMON TO THE
<br />CITIES OF CHESAPEAKE, PORTSMOUTH, SUFFOLK AND THE COUNTY OF NANSEMOND.

<br /> WHEREAS, the problems of local government are becoming increasingly complex and fre-
<br />quently transcend political boundaries; and

<br /> WHEREAS, it is possible the several localities, working together could provide better
