~%~ile the School Board-has, and will continue' to seek economies, Dr. Alford reported,
it also is aware that it must avoid compounding financial problems.

A major factor, he said, is whether or not actual revenues keep pace with estimated
revenues. The schools' two major revenue sources, other than local funds, are the State
Basic Aid funds, and Impact Funds.

As of February 3, 1972, the State Basic Aid appropriations appear to be in balance --
actual receipts are in accord with the budget estimates. However, Dr. Alford said, an
analysis of Impact Fund~ revenue is not as encouraging. These funds were appropriated in
fiscal year 1971. To date, Congress has not appropriated Impact Funds for 1972.

Unless the Congress overrides the President's request, and adds
ation to Impact Funds, the actual revenue in this category will fall
budget estimates.
Past experience has demonstrated, Dr. Alford said, that
procedure for providing relief to the local school budget is

For the School Board to continue this procedure, he noted, and thus, for the City
to receive maximum benefits, it Will require that the City Council authorize the School
Board to apply for, receive, and expend funds from State and Federal sources not currently
budgeted.

The City Council should consider the adoption of the following:

"The School Board is authorized to receive and expend
funds from State and Federal sources not presently
budgeted in the 1971-72 budget. This is to apply to
current school programs now in effect."

Adoption of this resolution should remove some pressure from local finances for the
1971-72 budget year."
