Flournoy, <br />was defeated by the following vote: <br /> <br />Ngys~ J~hnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />AyDs: Holley <br /> <br />Councilman Turner left the meeting due to sickness. <br /> <br /> 72-58 "At a previous Council meeting, I was requested to have a study and submit a <br />report on the need for a traffic signal at Dogwood Drive and High Street West. The survey <br />made by the Traffic Engineering Department shows there is a delay problem at this intersectio~ <br />in the morning and evening peak hours for a minor movement of traffic on Dogwood Drive. <br />From visual observation, it shows that 10% of the vehicles entering High Street were held <br />up an average of 58 seconds. The other 90% were held up less than 58 seconds and some were <br />not held up at all. It was also found that between 7:00 a.m. and 9:00 a.m. there was an <br />average of 22 gap spaces ranging from 8 seconds to 35 seconds. During the evening, the average <br />gap spaces were 16, ranging from 6 seconds to 20 seconds. <br /> <br /> There is also attached a copy of traffic counts made for a twelve-hour period and betwee~ <br />7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 7:00 p.m. This shows that 369 vehicles entered High <br />Street during a twelve-hour period with 220 making a right turn and 149 turning left into <br />High Street. Traffic on High Street moving west totaled 7,940 and moving east totaled 8,441 <br />for the twelve-hour period. 229 vehicles turned right from High Street and there were 159 <br />left-turn movements from High Street into Dogwood Drive during the twelve hours. <br /> <br /> Between 7:00 a.m. and 9:00 a.m. there were 71 vehicles entering High Street with 27 <br />turning right and 44 making left turns from Dogwood Drive. 1,149 vehicles proceeded west <br />on High Street and there were 1,247 through movements going east. <br /> <br /> 4:00 p.m. to 7:~0 p.m. <br />and 28 making left turns. <br />2,598 vehicles going east. <br /> <br /> shows 81 vehicles entering High Street with 53 turning right <br />There were 2,318 through movements going west on High Street and <br /> <br /> The criteria used by the City for installation of traffic lights is the Federal Highway <br />Administration's Manual on Uniform Traffic Control Devices. For a signal to be installed <br />in accordance with the manual, one of six warrants must be met and from the data received, <br />it was found that a signal at this intersection did not meet any of the six warrants. These <br />requirements deal with traffic volumes on both streets, pedestrian volume, progressive movements: <br />accident experience, and a combination of any of the above. <br /> <br /> It is acknowledged that some of the traffic from Siesta Gardens is avoiding this intern <br />section and using other routes. It is not believed that, if all of this traffic were using <br />the intersection, it would qualify under the criteria established. If we were experiencing <br />serious accidents at this intersection, this could override the requirements; however, our <br />records reveal six accidents at this intersection in the past year and only one of these <br />could have been prevented by a traffic light. <br /> <br /> The estimated cost for the installation of a traffic signal at this intersection is <br />approximately $8,500. There is a school traffic guard on duty at this location between 8:30 <br />a.m. and 9:00 a.m. By increasing the duty hours and giving the traffic guard additional <br />instructions in handling traffic, it is believed that the residents of Siesta Gardens would <br />be able to get in and out with a minimum of delay. <br /> <br /> Since the request for this report, I have also received a communication from a resident <br />of the Woodbine Section which also must use High Street West for entrance and exit. As explained <br />in the letter, these residents do not have the alternate avenues into and out of their area. <br />The intersection for this subdivision does not meet the criteria for the installation of <br />a traffic signal either." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. King, that a copy of the report be <br />sent to petitioner and the report be received as f~rmation, a~d t~e City Manager be <br />authorized to implement his suggestions as outlined in the report, was adopted by the <br />following vote: <br /> <br />Ayes: Johnson, King, Irvine Smith, Raymond Smith, <br />Nays: Holley <br /> <br /> 72-58A - Motion of Mr. Johnson that a study be made beginning with the City limits all <br />the way into the City proper to consider the various areas (pockets) that create traffic <br />hazards and to offer a recommendation for ~elief, was adopted by the following vote: <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith/i'Bamne$ : <br /> Nays: None <br /> <br /> <br />
