<br />1972, the following were present:

<br /> Councilman King offered prayer.
<br />
<br /> Mayor Barnes extended a word of welcome to visitors in attendance.
<br />
<br /> Motion of Mr. Raymond Smith, seconded by Mr. Irvine Smith, the minutes were approved
<br />as received, by the following vote:
<br />
<br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
<br /> Nays: None
<br />
<br /> 72-70 The following resolution commending Mr. Robert C. Rowland was read:
<br />
<br />"A RESOLUTION COMMENDING ROBERT C. ROWLAND IN RECOGNITION OF HIS OUTSTANDING
<br />CAREER IN MARINE RACING.
<br />
<br /> WHEREAS, Robert C. Rowland has repeatedly distinguished himself in the sport of marine
<br />racing over a period of many years; and
<br />
<br /> WHEREAS, his accomplishments have included the setting of the five mile world competitioh
<br />record in 1951 and winning the National High Point Championship in the 266 cubic inch Class
<br />in 1952; and
<br />
<br /> WHEREAS, Robert C. Rowland has achieved a position of national prominence through his
<br />selection
<br /> as
<br /> the
<br /> outstanding
<br /> driver in the nation in 1951, and also as a member of the All
<br />American Racing Team for 1952; and
<br />
<br /> WHEREAS, he has achieved the supreme honor in the sport of boat racing through his elect~on
<br />to the Marine Racing Hall of Fame in 1951;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth does hereby
<br />recognize and acclaim Robert C. Rowland for his outstanding achievements in boat racing;
<br />and further, that this Council does now officially express the esteem and high regard in
<br />which Robert C. Rowland is held by this Council and its fellow citizens; and
<br />
<br /> BE IT FURTHER RESOLVED that a copy of th!s' resolution be.presented,, to Robert C. Rowland,
<br />and that it be made a part of the permanent records of this City,
<br />

<br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, the resoluti n as p ,

<br /> The following reports from the City Manager were read:
<br />
<br /> 72-71 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $1,600 of State Aid Funds for the purchase of books for the libraries.
<br />
<br /> These are additional funds that the State has made available to the Library. The funds
<br />can only bemused fQ? the purchase of books."
<br />
<br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br /> "A2q ORDINANCE TO APPROPRIATE $1600.00 FROM THE GENERAL FUND FOR THE PURCHASE
<br /> OF BOOKS FOR THE PUBLIC LIBRARY."
<br />

<br /> 72-72 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $80,785 in Federal funds received under a LEAA grant. The funds are used
<br />for the operation of the Police Regional Crime Laboratory.
<br />
<br /> The Crime Laboratory is located in the Police headquarters and services the Tidewater
<br />area. The Federal funds are matched by in-kind services in the amount of $33,300. This
<br />is the second year of funding for this operation."
<br />
<br /> On motion of Mr. Turner and seconded by Mr. Irvine Smith, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br /> "BJq ORDINANCE TO APPROPRIATE $80,785.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br /> FUND FOR THE OPERATION~OF THE REGIONAL CRIME LABORATORY."
<br />

<br /> 72-73 -."I submit the attached ordinance and recommend it be placed on first reading.
<br />This amends the City Code pertaining to the operation and registration of bicycles.
