March 28~ 1972 <br /> 72-1~1 ' "I submit the attached resolution and recommend its adoption. ~s authorizesl <br /> the City Manager to sell City-owned property to ~the Portsmouth Redevelopment Housing t <br /> Authority. <br /> When the City acquired land for the right-of-way for London Boulevard. additional propetty <br /> was acquired over and above what was needed. This happened as the right-0~-way split parcel!: <br /> therefore, the City had to acquire the entire parcel. This Occurred at the southeast cornerI' <br /> of Peninsula Avenue and London Boulevard. <br /> <br /> The Portsmouth Redevelopment and Housing Authority owns land adjacent to the City <br /> property. They desire to acquire the City property as'they have a client interested in <br />developing this parcel of land. <br /> <br /> The price the City is to receive has not been established; however, the Council will <br />be required to approve the price before the land is transferred." <br /> <br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SELL CITY O~ED PROPERTY <br />TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, the City of Portsmouth desires to sell property acquired by the City for the <br />right-of-way of London Boulevard adjoining a parcel owned by the Portsmouth Redevelopment <br />and Housing Authority; and <br /> <br />W~REAS, the City of Portsmouth has no need for the land; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority desires this land to be <br />incorporated into an adjoining parcel owned by the Portsmouth Redevelopment and Housing <br />Authority. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that the City Manager be and he hereby is authorized to execute a deed to sell said land <br /> to the Portsmouth Redevelopment and HoUsing Authority, as shown on the plat entitled "Plat <br /> Showing Property To Be Conveyed To P.R.H.A. By The City Of Portsmouth, dated March 24, 1972 <br /> By The Engineering Department, City Of Portsmouth, Virginia" attached heretoV" <br /> <br /> Ayes: Johnson, King, Irvine Smith, Raymond Smith, Turner, Bar,es <br /> Nays: Holley <br /> <br /> 72-102 '~I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $13,500 for the enlargement of the Cradock Recreation Center. <br /> <br /> For over two years, we have been attempting to have this facility enlarged; Bids were <br />received once but were rejected as they wer~ higher than what was 'allocated for these improve- <br />ments. Modifications were made to the plans and it was again advertised. No bids were <br />received on the second advertisement. ~ <br /> <br /> Now L. J. Hoy, Inc., contractors, have been contacted and have submitted a letter advising <br />they will make the improvements for $12,960 plus an additional $130 if a performance bond <br />is required. I recommend that the above contractor be authorized to proceed with the work." <br /> <br />On motion of Mr. Irvi~e Smith and seconded by Mr. Raymond Smith, the following <br />ordinance was~:approved on first reading, and that the work be awarded to L. J. Hoy, Inc. <br />was adopted by the following vote: ' <br /> <br /> "AN ORDINANCE TO APPROPRIATE $13,500.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUND FOR AN ADDITION TO THE CRADOCK RECREATION CENTER.TM <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-103 "At the last meeting of City Council, a petition was presented by residents <br />of the 2700 blocks of Moton Street and Markham Street. This petition concerned drainage <br />and curbs and gutters on these streets and was referred to me for study and to r~port back <br />to the Council at its next meeting. <br /> <br /> The 2700 blocks of Moron Street and Markham Street are west of Gothic Street and are <br />included in the proposed Codes Enforcement Project for South Mount Hermon. The drainage <br />on these streets exists in the form of grate catch basins and an underground storm drain <br />on Gothic Street. These two streets are dead end at the west end of this block. There <br />are a large number Of cars turning and parking on the Shoulders here so that there are no <br />defined gutters. The area is flat with poor runoff and scattered holes where water stands. <br />The only satisfactory solution to this problem would be drainage, curbs and gutters and <br />proper street improvements. Since these two blocks are contained in the application on <br />file for a Code Enforcement grant, it is not recommended that consideration be given to <br />installation of drainage, curbs and gutters here at the present time since this work would <br />be done in connection with the Codes Enforcement Program,~ i~ approved, and the City would <br />be able to claim credit for these improvements to help Offset its share of the cost of the <br />project. <br /> <br /> The only temporary measures that could be effected here would be to place crushed stone <br />in the holes where water Stands. This has been done previously but is not a lasting solutio~ <br />since the car wheels rapidly kick the stone out of the low spots. We will have some gravel <br />placed in these holes to effect what temporary relief is possible." <br /> <br /> <br />
