King, Raymond <br />Raymond Turner, A. P. Johnson, Jr., City Manager, I¥. J. O'Brien, Jr., City Attorney and <br />C. M. Scialdone, Assistant City Attorney. <br /> <br />~r. R. Irvine Smith arrived at 9:07 P.M., voted beginning on Item Z 72-25. <br /> <br />Prayer was offered by Councilman King. <br /> <br />72-118 The following ordinance was read: <br /> <br />"AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, BY ADDING THERETO A NEW ARTICLE NUMBERED SA, CONSISTING OF SECTIONS SA-1 <br />THROUGH 5A-16, PERTAINI_G ?O PLANNBD~UNIT DEVELOPMENT IN AREAS ZONED RESIDENTIAL." <br /> <br />Mr. Benjamin J,~ Levy, Attorney, spoke in favor of new zoning. <br /> <br />Mr. Joe Preziotti, Jr., Planning Consultant for Baldwin~ &-G~egg spore in. favor. <br /> <br /> On motion of Mr. King, and seconded by Mr. Johnson, the ordinance was placed on first <br />readgngg and by'lhe following vote: <br /> <br />72-119 <br /> <br />Ayes: Holley, Johnson, King, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />The following ordinance was read: <br /> <br />"AN ORDINANCE TO AMEND SECTION 32-19 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, SUCH SECTION BEING A PART OF THE SUBDIVISION ORDINANCE OF THE <br />CITY OF PORTSMOUTH PERTAINING TO UTILITY AND STREET IMPROVEMENTS REQUIRED IN <br />SUBDIVISIONS." <br /> <br />Attorney Benjamin Levy spoke in favor. <br /> <br /> Mr. Harold Beaver, Agent, spoke in favor -- suggested that the ordinance be tabled~in <br />order to allow further study. <br /> <br />Mr. Edward E. Williams spoke against passage of the ordinance. <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, the ordinance was placed <br />on first reading, and by the following vote: <br /> <br />Ayes: Johnson, King, Raymond Smith, Turner, Barnes <br />Nays: Holley <br /> <br /> Motion of Mr. J~hnson and seconded by Mr. Raymond Smith that the City Attorney provide <br />answers for the City Council on the questions raised by the citizens addressing Item 72-119 <br />and have report prior to next Council meeting. <br /> <br />72-120 Public Hearing on rezoning and use permits on the following was held: <br /> <br />Zoning Petition Z 72-25 ~¥ingemn~JEsther ~. Duffen <br /> <br /> The following letter received From Mr. Robert F. Ruth, Secy., Portsmouth Ministerial <br />Association was read: <br /> <br /> "Portsmouth Ministerial Association met on April 4, 1972 and unanimously voted to suppor' <br />NARCO of Tidewater Inc. in their zoning application for the property at 2211 County Street, <br />as recommended by the Planning Commission. <br /> <br />I feel that this will enable NARCO to continue the figh.t against 'drug abuse'." <br /> <br />Attorney J.
