It is <br />a disgrace to our city tha~ the unsanitary, unhealthful situation which is resulting from <br />the continued use and abuse of dumpsters in Portsmouth's Public Housing is condoned by both <br />the city and Housing Authority management. <br /> <br /> When do you plan to have something done about this problem? It has been discussed for <br />several years and has been a problem for many years.
