<br /> Motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith, to dispense with reading
<br />the minutes of the Council meeting,.March 28, 1972, was adopted by unanimous vote.
<br />
<br /> 72-121 Mayor Barnes presented "Certificates of Appreciation" to Sena-tor Moody,
<br /> Manning, Gibson, and Bryan, recognizing their efforts during the past
<br />
<br /> 72-122 Mayor Barnes presented Dr. Luther C. McRae a resolut&on commending for service
<br />on the Southeastern Tidewater Opportunity Project (STOP)Board.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 72-123 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $12,500 for engineering fees for the design of the sanitary sewers
<br />for Armistead Forest. Due to the workload in the Engineering Department, it is necessary
<br />that this work be contracted out to meet our commitment for the construction of these
<br />sewers under the five-year capital improvement program.
<br />
<br /> The City is required to install these sewers under the annexation agreement.
<br />bond issue authorized under the referendum last year will finance this project."
<br />

<br /> On motion of Mr. Turner and seconded by Mr. Johnsong the following ordinance was ap-
<br />proved on first reading, and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $12,500.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND TO PROVIDE FOR ENGINEERING FEES IN THE CONSTRUCTION OF SANITARY SEWERS
<br />FOR ARMISTEAD FOREST."

<br />the City Code pertaining to towing charges when the
<br />fee in the Code is $7.50 and it is recommended that
<br />
<br />be placed on first reading.
<br />City wrecker is used.

<br /> This is necessary as Intercoastal Steel Corporation is not renewing the agreement
<br />with the City for the removal of abandoned motor vehicles from the streets and other loca-
<br />tions. We have not been able to find a local concern which is c~pable of or interested
<br />in entering into an agreement with the City to provide this service.
<br />
<br /> It appears that the only course of action open to the City to continue this program
<br />is the utilization of the City-owned wrecker. It will be necessary that a driver for
<br />the wrecker be hired to be on call to the Police Department.
<br />
<br /> It is estimated the City Garage will be required to tow a minimum of 30 vehicles
<br />per month. Thirty vehicles a month at $1S.00 each would generate $S,400 per year. It
<br />is anticipated that this sum will be sufficient to defray the full cost of the additional
<br />position fer the driver and possibly some cost of the operation of the wrecker.
<br />
<br /> In addition to the thirty cars which are estimated to be towed as unclaimed and abandon~
<br />some cars will'be picked up for the Police for other reasons and these vehicles also will
<br />be chargeable at the rate of $15.00 each."

<br /> On motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith, the following ordinanc{
<br />was approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br />BY ~MEN~ING SECTION 18-159 THEREOF PERTAINING TO THE RELEASE OF IMPOUNDED
<br />AUTOMOBILES."

<br /> 72-125 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This amends the City Code pertaining to standards for non-residential structures.
<br />
<br /> These are technical amendments to this section of
<br />Attorney's program towards recodifying the Code. This
<br />to the Southern Standard Housing Code."
