letter.from Mr. David I. Joyner, President, Edgefield Civic

"The citizens df the City of Portsmouth who live in the Edgefield area have been con-
cerned for some time about the e~wa~e problem in our neighborhood. Septic tank systems have
failed in some homes due to the fact that the drain fields reach the saturation pGint very
rapidly, especially during we weather spells. The result is that either raw sewage pools
in.backyards and the excess, in some cases, has been diverted to front drainage ditches.
Needless to say, this makes for unsanitary conditions in the neighborhood.

We urge council to taka immediate action to correct the situation by installing sewage
lines which would connect with the Portsmouth sewage system. We feel that, as tax payers,
it is our right to be afforded the same access to sewage facilities as other cities.

You will find enclosed copies of a petition signed by ~8.8 taxpayers in Edgefietd.
Since there are approximately 400 adults who live in the area, this represents 72% of
field residents.
