<br /> '~RESOLUTION OF APPRECIATION FOR SUCCESSFUL CONDUCT OF NATIONAL PORTSMOUTH
<br /> SEAWALL ART SHOW UNDER AUSPICES OF PORTSMOUTH RBgREATION DEPARTMENT, DOWN-
<br /> TOWN MERCHANTS ASSOCIATION, AND PORTSMOUTH CHAMBER OF COMMERCE.
<br /> W~EREAS, the National Portsmouth Seawall Art Show, held during the Memorial Day weekend
<br />May 27~inclusive, drew more than 200 competing amateur and professional artists from eight
<br />states, dem0strating its high repute through increase in competitors and in numbers of ex-
<br />hibits; and
<br />
<br /> WHERFJkS, Mrs. Ellen Wise, supervisor of Special Activities from the Recreational
<br />Department, provided as coordinator of this 2nd annual art show, the leadership and guidance
<br />which not only attracted these artists but earned plaudits for its conduct and success;
<br />and
<br />
<br /> WHEREAS, The Downtown Merchants Association and the Portsmouth chamber of Commerce
<br />jointly have undertaken the guarantee of prize awards in each of the successful years of
<br />operation and through their efforts brought to our City favorable publicity and attention,
<br />
<br /> NOW~ THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, that appreciat
<br />ation be conveyed through this resolution to those responsible for the Seawall Art Show
<br />not only for the encouragement it provides competing young artists but also the aesthetic
<br />success attained for our City.
<br />
<br /> BE IT FURTHER RESOLVED that this resolution be made a part of the permanent records
<br /> of this City and that the City Clerk be directed to forward copies to Mrs. Ellen Wise,
<br />The Downtown Merchants Association, The Portsmouth Chamber of Commerce, and the Recreation
<br />and Parks Commission."

<br /> Appropriation of funds are for the General Fund, City Garage Fund, General Capital
<br />Improvement Fund, Public Utility Fund, Law Library Fund, Virginia Public Assistance Fund,
<br />Mental Health Fund, and Senior Citizens Fund."

<br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, the following ordinance
<br />was approved on first reading, andbby the following vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE CITY
<br /> GOVER~4ENT FOR MqD DURING THE FISCAL YEAR B~GINNING JULY 1, 1972 AND
<br /> ENDING JUNE 30, 1973."
