Cales, Jr., Commonwealth's Attorney, <br />was read: <br /> <br /> "I would deeply appreciate the opportunity to speak before City Council in the matter <br />of the ordinance against massage parlors on Tuesday, July 25, 1972." <br /> <br />Commonwealth's Attorney Cales spoke in support of the ordinance. <br /> <br /> On motion of Mr. Smith and seconded~by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />'AN ORDINANCE TO AMEND THE CODE OF THE CITYOOF PORTSMOUTH, VIRGINIA, <br />1961, BY ADDING THERETO A NEW SECTION NUMBERED 19-89 PROHIBITING <br />MASSAGES OR BATHS ADMINISTERED BY A PERSON OF THE OPPOSITE SEX." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-299 "I submit the attached resolution and recommend its adoption. This authorizes <br />the City Manager to exchange certain City-owned property for property owned by the U. <br />S. Government (Navy Department) for occupancy by the U. S. O. <br /> <br /> The building presently occupied by the U. S. O. must be removed to allow construction <br />of the Crawford Connector. A Memorandum of Understanding has been executed by the City <br />and Naval Facilities Engineering Command concerning the exchange of this property for <br />the building on King Street formerly occupied by the Catholic School and now owned by <br />the City. The City must renovate the school building according to plans and specifications <br />agreed to in the Memorandum of Understanding. <br /> <br /> This resolution is needed by the Naval Facilities <br />requisite approval from the Navy Department to deliver <br />the property now in use for the U.
