<br /> 72-323 - The following resolution unanimously adopted by Council, was presented to
<br />Capt. Robert F. Shoultz, Commanding Officer, USS FORRESTAL:
<br />
<br />"R~SOLUTION OF APPRECIATION FOR UNSELFISH SERVICES AND AID PROVIDED BY THE
<br />COMMANdinG OFFICER AND MEN OF THE USS FORRESTAL TO ECONOMIC~J~BY DEPRESSED
<br />AREAS OF THE CITY.
<br />
<br /> WHEREAS, the City of Portsmouth, Virginia, and its Naval Shipyard have enjoyed over
<br />many years economic, social, and humanitarian ties, ~solidifying the unity of our citizens
<br />and the men of the U. S. Navy; and
<br />
<br /> WHEREAS, it has been Portsmouth's good fortune on numerous occassions to receive
<br />gratuitous assistance from individual officers of our Navy, having duty ashore and afloat,
<br />particularly services of an economic or humanitarian character; and
<br />
<br /> WHEREAS, Captain Robert F. Schoultz, commanding officer of the Carrier USS Forrestal
<br />and the men under his command have demOnstrated particularly noteworthy and unusual interest
<br />in, and unselfish dedication to, the economically depressed areas of our city, assisting
<br />them in various ways; and
<br />
<br /> WHEREAS, this assistance has served physical and social needs of many of these citizens
<br />particularly hundreds of children, through renovation of a recreation center, beach outings,
<br />harbor boat tours, and block parties, where food was furnished;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that appreciation be conveyed through this resolufion to our benefactor, Capt. Robert
<br />F. Shoultz, and a copy of this resolution be provided for posting aboard this proud vessel.
<br />
<br /> BE IT FURTHER RESOLVED that this resolution be made a part of the permanent records
<br />of this city and that the City Clerk be directed to forward certified copies to the Secretar~
<br />of the Navy, and to Vice Adm. Frederick H. Michaelis, Commander, Naval Air, Atlantic,
<br />Naval Air Station, Norfolk, Virginia."

<br />The following reports from the City Manager were read:
<br />
<br /> 72-324 - "l submit the attached ordinance and recommend it be placed on first reading.
<br />This incorporates the 1972 revisions of the Southern Standard Building Code into the
<br />Portsmouth Building Code.
<br />
<br /> The City uses the Southern Standard codelas the official Building Code for the City.
<br />These revisions have just recently been received from the Southern Building Code Congress."
<br />
<br /> On motion of the Mr. Smith and seconded by Mr. Johnson, the following ordinance was
<br />approved on first reading, and~by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE BUILDING CODE OF THE CITY OF PORTSMOUTH,
<br />ADOPTING THE 1972 REVISION OF THE SOUTHERN STANDARD BUILDING CODE."

<br /> 72-325 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This amends Chapter 19 of the City Code pertaining to criminal offenses.
<br />
<br /> This is part of the City Attorney's program of updating the City Code prior to the
<br />publication of the new City Code. This chapter deals with various violations such as
<br />use of opium and marijuana in manufacture. The fine is increased from $500 to $1,000.
<br />These amendments have been reviewed by the Commonwealth's Attorney."
