<br />Section 4. The Bonds shall not be subject to taxation by the City of Portsmouth, and
<br />the coupons pertaining to said Bonds, shall after the maturity of said coupons, be received
<br />in payment of all dues, taxes, and assessments due to the City.

<br />Section 5. Ail resolutions or orders, or parts thereof, in conflict with the provisions
<br />of this resolution, are to the extent of such conflict hereby repealed.

<br /> 72-406 "As a result of the meeting held with Mr. Douglas B. Fugate, State Highway
<br />Commissioner, it is~my understanding that the City Council can take action to divert a
<br />portion of--the funds presently allocated for the construction of a 4-lane bridge at West
<br />Norfolk. This can be done by constructing a 2-lane bridge at West Norfolk with two addi~
<br />ti6nal lanes to be built at a later date. These funds can then be moved from the West
<br />Norfolk Bridge construction to construct an additional two lanes on the Churckland Bridge
<br />as quickly as possible.

<br /> I'd appreciate your presenting this~atter tO the Council. I'd like to be present
<br />at the time, and would like permission to be heard. Will you advise me as to when you will
<br />schedule the'matter?"

<br /> Mr. Everhart spoke, representing other industrial establishments in the area.

<br />Motion of Mr. Smith and seconded by Mr. ~o~on, the following resolution was adopted
<br />by the following vote:
<br />
<br /> "A RESOLUTION REQUESTING THE STATE HIGHWAY DEPARTMENT TO DIVERT A PORTION
<br /> OF THE FUNDS PRESENTLY ALLOCATED FOR THE CONSTRUCTION OF A FOUR LANE BRIDGE AT WEST
<br /> NORFOLK TO THE CONSTRUCTION OF TWO ADDITIONAL L~NBS~ ON THE CHURCHLAND BRIDGE.

<br /> WHEREAS, the 198S Major Thoroughfare Plan presently allocates funds for the constructi
<br />of a four lane bridge at the West Norfolk crossing; and
<br />
<br /> WHEREAS, the 198S Major Thoroughfare Plan does not presently contain allocated
<br />funds for the construction of two additional lanes on the Churchland Bridge; and
<br />
<br /> WHEREAS, due to traffic overloads 'and projected traffic growth, the status of
<br />the Churchland Bridge as a two lane crossing presents a safety hazard of increasingly
<br />grave dimensions; and
<br />
<br /> k~BREAS, it is the judgment of the Council of the City of Portsmouth, Virginia,
<br />that the best interest and safety of the citizens of Portsmouth would be better served
<br />by the immediate construction of two additional traffic lanes on the Churchland Bridge,
<br />and the eventual construction of a two lane structure at West Norfolk rather than
<br />the presently proposed four lane structure at West Norfolk.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it urgently requests that the State Highway Department divert, for the purpose
<br />of constructing two additional traffic lanes on the Churchland Bridge, that portion
<br />of those funds presently allocated for the construction of two of the four lanes proposed
<br />for the new West Norfolk Bridge.

<br /> BB IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />it requests that the State Highway Department commence construction of two additional
<br />traffic lanes on the Churchland Bridge as soon as possible.
<br />
<br /> BB IT FURTHER RESOLVED, that the City of Portsmouth shall pay fifteen (1S) per cent
<br />of the total cost of such project."

<br /> Motion of Mr. Wentz and seconded by Mr. Smith that an appropriate resolution be drawn
<br />by City Attorney to indicate pedestrian access to bridge.
