<br /> A COMPREHENSIVE .PLANNING MANAGEMENT PROGRAM."

<br /> 72-398 "I submit the attached ordinance and recommend it be placed on first reading. ~
<br />Ibis appropriates $4,830 of Federal funds for recording and transcribing equipment for
<br />the Juvenile and Domestic Relations Court. '
<br />
<br /> The equipment will improve the court reporters' performance, improve the productivity
<br />of the Probation Workers and enable the Clerk to provide more comprehensive and responsive
<br />services. These funds have been received through an LEA grant."
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approved
<br />on first reading, and by the following vote:

<br /> "AN ORDINANCE TO APPROPRIATE $4,830.00 FROM THE FEDERAL GRANTS FUND FOR
<br /> ADMINISTRATION AND EQUIPMENT OF THE JUVENILE AND DOMESTIC RELATIONS COURT."

<br />Administration Conference to be held in Buffalo, New York. This is an LEA grant.~"

<br /> "AN ORDINANCE TO APPROPRIATE $376.28 FROM?THE FEDERAL GRANTS FUND TO SEND
<br /> THE CLERK OF THE MUNICIPAL COURT TO THE NATIONAL ASSOCIATION FOR COURT AD-
<br /> MINISTRATION CONFERENCE."

<br /> 72-400 - "I submit the attached agreement and recommend the proper City officials
<br />be authorized to sign. This is an agreement with the Seaboard Coast Line Railroad for
<br />a storm drainage pipe under the railroad's tracks.
<br />
<br /> The agreement allows the construction of a box culvert under the tracks just east
<br />of Victory Boulevard. This is part of the drainage system that is being built in this
<br />area."
<br />
<br /> On motion of Mr. King and seconded by Mr. Smith, that the proper City officials be
<br />authorized to sign, was adopted by the following vote:

<br /> 72-401 - "I submit the attached resolUtion and recommend its adoption. This authorizes
<br />the City Attorney to remove a deed restriction from a deed of the City to Irvin Caplan
<br />and Florence Caplan.
<br />
<br /> The City advertised this property on Lee Avenue in Pinners Point for sale at public
<br />bid with a requirement that improvements amounting to $15,000 be erected within eighteen
<br />months. Mr. Caplan did not meet the requirements of the bid; however, there was no provisio]
<br />in the deed for the property to revert to the City.
<br />
<br /> Intercontinental Terminals, Inc. is interested in purchasing the property from Mr.
<br />Caplan, provided the deed restriction can be removed. Intercontinental Terminals, Inc.
<br />is contemplating the acquisition of the entire block bounded on the east by Lee Avenue,
<br />on the north by Detroit Street and on the south by Cleveland Street for the purpose of
<br />grading and clearing the property to be fenced by a chain link fence. The improvements
<br />which Intercontinental Terminals, Inc. will place on the property will be of a greater
<br />amount than the $15,000 restriction contained in the deed. They will give the City a letter
<br />of credit covering the $15,000 deed restriction, if removed. The parent corporation of
<br />Intercontinental Terminals, Inc. is Nu-Car Carriers, Inc."

<br /> On motion of Mr. Smith and seconded by Mr. Johnson, to adopt the resolution, and by
