Saunders Early, Jr., J~mes W. Holley, Burrell R. Johnson~ <br /> Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., <br /> City Manager, W. J. O'Brien, Jr., City Attorney. <br /> <br /> Prayer was offered by Councilman King. <br /> <br /> Mayor Barnes extended a word of welcome to visitors in attendance. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Early, <br />September 12, 1972, to be apprOved as received, was <br /> <br /> Ayes: Early, Holley, Johnson, King, <br /> Nays: None <br /> <br />minutes of the City Council meeting, <br />adopted by the following vote: <br /> <br />Smith, Wentz, Barnes <br /> <br />The following reports from the City Manager were ~ead: <br /> <br /> 72-394 "I submit the attached ordinBnce and recommend it be placed on first reading. <br />This amends Sections 21-2 and 21-7 and repeals Section 21-20 of the City Code. <br /> <br /> These are technical amendments pertaining to the Planning Commission and are being <br />made to conform to the State Code. This is in accord with the City Attorney's program of <br />updating the~City Code." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved <br />on first reading, and~.by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br /> BY REPEALING SECTION 21-20 THEREOF, AND BY AMENDING SECTIONS 21-2 AND 21-? <br /> THEREOF PERTAINING TO THE PLANNING COMMISSION AND ITS COMPOSITION, AND POWERS." <br /> <br /> Aye. s: Early, Holley, Johnson, King, Smith, Wentz, Bamnes <br /> Nays: None <br /> <br /> 72-393 - "I submit the attached ordinance and recommend it be plac~d on first reading. <br />This amends Sections 23-1 and 23-2 pertaining to the Portsmouth Port and Industrial CommissiOn. <br /> <br /> This is a technical amendment to conform to the State Code. It inserts the word "Indus~ <br />trial" in the title of Portsmouth port and Industrial Commission. This also updates the <br />City Code." <br /> <br /> On motion of Mr. S~h and seconded by Mr. Johnson, the following ordinance was approve~ <br />on first reading,~and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE~CODE OF THE CITY~OF PORTSMOUTH, VIRGINIA, 1961, <br /> BY AMENDING SECTIONS 23-1 AND 23-2 THEREOF PERTAINING TO THE PORTSMOUTH <br /> PORT AND INDUSTRIAL CO~ISSION." <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br /> N~ys: None <br /> <br /> 72-396 "I submit the attached <br />This amends Section 27-2 of the City <br />etc., at public auction. <br /> <br />ordinance and recommend it be placed on first reading. <br />Code pertaining to the hours of sale of diamonds, <br /> <br /> This is a technical amendment to <br />iting these sales to read between six <br />a.m. This also updates the City Code <br /> <br />conform to the State code. It changes the hours t <br />p.m. and eight a.m. rather than eleven p.m. and eight <br />under the City Attorney's program." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approve~ <br />on first reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF ~ <br /> THE~.~CITY~OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTION 2?-2 THEREOF PERTAINING TO ~HE HOURS~OF SALE OF DIAMONDS, <br />' WATCHES, ETC., AT PUBLIC ACTION." ~ ~ ~ . ~ ~ <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 72-397 "I submit the attached ordinance,:and, recommend it be placed on first reading. <br />This appropriates $30,000 of Federal funds for the development of a Comprehensive Planning <br />Management Program. <br /> <br /> These funds are part of a 701 grant to develop this informational system that the City <br />Council has previously authorized. The System will be developed to analyze community needs, <br />to inititate planning of programs to satisfy those needs and to continually evaluate the <br />effectiveness of programs in several categories such as housing, transportation, education, <br />health, law enforcement and fire protection." <br /> <br /> <br />
