King, <br />City Manager, W. J. O'Brien, <br /> <br /> Prayer was offered by Councilman King. <br /> <br /> Mayor Barnes extended a word of welcome to visitors in attendance. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Early, minutes of the City Coundil <br />of September 26, 1972, to be approved as received, was adopted by the following <br /> <br /> Ayes: Ear]y, Holley, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br />meeting, <br />vote: <br /> <br /> 72-421 Resolutions of Appreciation were presented by Mayor Barnes to Mrs. <br />Rivin and Dr. M. A. Kise, for their participation on the School Board. <br /> <br />The following reports from the City Manager were read: <br /> <br />Bernard <br /> <br /> 72-422 - 'I submit the attached ordinance and recommend it be placed on first <br />This appropriates $250,000 for the conversion of I. C. NORCOM HIGH~SCHOOL." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-~23 "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends Section 29.1-21.1 of the City Code pertaining to the adoption of the Southern <br />Standard Plumbing Code. <br /> <br />"AN ORDINANCB TO <br />~BNDING SECTION 2991-21.1 THEREOF PERTAINING <br />STANDARD PLUMBING COBB," <br /> <br /> The ordinance requires all plumbing work to conform to the 1971 Edition, including the <br />1972 Revision of the Southern Standard Plumbing Code. This updates the City Code to conform <br />to the 1971 Edition and the 1972 Revisions as adopted by the Southern Building Code Congress. <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br /> AMEND THE CODE OF THE CITY%OF PORTSMOUTH, VIRGINIA, ~$I, BY TO ADOPTION OF THE SOUTHERN <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72~424 "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends Section 1-2 of the City Code pertaining to definitions and rules of construction. <br /> <br /> These are technical amendments and a part of the City Attorney's program of updating <br />the City Code. Under the definition of streets, bridge and approaches has been included, <br />and sidewalks included in the width of streets.'~ <br /> <br /> On motion of Mr. Johnson and seconde by Mr. Smith, the following ordinance was approved <br />on first reading-, and by the folloWing~vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH~ VIRGINIA, 1961, <br />BY ~ENDING SECTION 1-2 THEREOF PERTAINING TO DEFINITIONS AND RULES OF CONSTRUCTION." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-4fl5 - "I submit the attached, ordinance and recommend.it be placed on first reading. <br />~hi~ ~epeals Section 3%-3 and amends Sections 31-2, 31-9, 31-13, 31-15, and 31-44 pertaining <br />~o uiEy streets aha siaewalks and building setback lines. <br /> <br /> These are also amendments updating the City Code under the City Attorney's program. <br />~W~er~ th~ title of Director of Public Works appeared, it has been changed to read City Engineer. <br />lne Iee ±or establishing boundary lines along City streets has been changed from $20 to $40. <br />lgnere barricades are required in City streets, the new ordinance calls for yellow flashing <br />lights rather than red lights. This ordinance also requires permission from the City Manager'~ <br />office to place flags, banners or decorations across City streets.
