72-472 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $$0,78S of Federal, State and local funds for prevention, treatment and <br />control of Juvenile Delinquency. The local Share of this grant is $9,476. The balance <br />is State and Federal funds through an LEA Grant, <br /> <br /> This grant will furnish additional juvenile intake and probation services for the <br />Juvenile and Domestic Relations Court. Also, it will provide a night intake unit staffed <br />with probation officers." <br /> <br /> On motion of Mr. Smith and seconded by Mr. King, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,785.00 FROM THE FEDERAL GRANTS FUND FOR <br />THE PREVENTION, TREATMENT AND CONTROL OF JUVENILE DELINQUENCY." <br /> <br />Ayes: ~arly, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: NOne <br /> <br /> 72-473 -'I submit the attached ordinance and recommend it-be placed on first reading. <br />This appropriates $1,800 from the Capital Improvement Fund for repairs to the Cradock bandstahd. <br /> <br /> We have recently received letters from the Cradock Property Owners' Association, the <br />Woman's ClUb of Cradock, the Garden Club of Cradock, the CradoCk Senior Citizen's Club, and <br />from Der1 B. Sloan, Sr., requesting that the City make necessary repairs to the bandstand <br />located in Alton Square. <br /> Inspections made of this'structure by the Superintendent of Building Maintenance indicates <br />that the building should be jacked up from its base, all woodwork (floor and sills, etc.) <br />be removed and replaced with a concrete foundation~and floor. The roof must be replaced <br />and repairs made to handrails and cornice. The structure must also be repainted. Most of <br />the work required will be accomplished using City forces. <br /> <br /> A suggestion was made to place a 6-ft. fence around the bandstand to prevent vandalism. <br />I do not recommend this as it would destroy the authenticity of the landmark which the citi- <br />zens seek to preserve. Other methods can be employed to preserve this structure. Fencing <br />is not included in the cost estimate." <br /> <br /> On motion of Mr. King and secondedby Mr. Smith, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,800.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR REPAIRS TO THE BANDSTAND IN AFTON SQUARE IN CRADOCK." <br /> <br />Ayes: Barly~ HOlleY, Johnson, King, Smith, Wentz, Barnes~ <br />Nays: None <br /> <br /> 72-$74 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $125,000 from the Capital Improvement Fund for improvements to the Victory <br />Boulevard bridge at Paradise Creek. <br /> <br /> This bridge is in need of major repairs. It was built in 1944 and the concrete abutment: <br />were repaired in the 1950's by the Virginia Department of Highways. Under the requirements <br />of the State Highway Department, we are required to make ,bi-annual inspections of all bridges <br />in the City and they must be maintained to the specifications of the Highway Department. <br /> <br /> There is no reinforcing in the concrete abutments and these abutments are supported <br />by untreated timber piling Which has deteriorated. This has caused the abutments to settle <br />and crack. To bring the bridge up to standards, it will be necessary to do the following: <br /> <br />(1) <br /> <br />Remove and replace ~xisting abutments. <br /> <br />(2) <br /> <br />Provide new pilings for new abutments. <br /> <br />CS) <br /> <br />(4) <br /> <br />(S) <br /> <br />Repair several concrete columns supporting the bridge spans. <br />Remove the existing concrete median strip on the bridge deck. <br />Repair and resurface the entire bridge deck. <br /> <br />(6) <br /> <br />Restore the end spans to their original elevations. <br /> <br /> Due to the width of the bridge, it appears possible to repair it without closing half <br />of its width to traffic.
