<br /> At a regular City Council meeting held on November 7, 1972, in the City Council Chamber,
<br />there were present:

<br />King, Raymond B. Smith, Robert W. Wen'tZ,' Jr., A. P. Johnson, Jr., City Manager,
<br />W. J. O'Brien, Jr., City Attorney.

<br /> Prayer was offered by Councilman King.
<br />
<br /> Mayor Barnes extended a word of welcome to visitors in attendance.
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Johnson, to approve the minutes as received,
<br />was adopted by the following vote:
<br />
<br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes
<br /> Nays: None ·
<br />
<br /> The following reports from the City Manager were read:
<br />
<br /> 72-468:- "I submit the attached-ordinance .and recommend it be placed on first reading.
<br />This appropriates $8,000 from the General Fund to pay for re-codification and re-publishing
<br />the City Code.
<br />
<br /> The City has not had an entirely new Code book published since 1961. The City Attorney'
<br />office is finalizing work necessary to update the present Code so that it~can be.reprinted.
<br />
<br /> A payment of $2,600 has been made for this service to date and these funds will be
<br />necessary to pay the balance due for completion of this work."
<br />
<br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved
<br />on first reading, and by the following vote:
<br />
<br /> !'AN ORDINAN~sTO APPROPRIATE $8,000 FROM THE GENERAL FUND TO PAY FOR THE
<br /> RECODIFICATION AND PUBLICATION OF THE CITY CODE." .

<br /> 72-469 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This will amend the City Code of the City of Portsmouth, Virginia, 1961, by amending Section
<br />19-19 thereof pertaining to disorderly houses and controlled drugs.
<br />
<br /> Paragraph B of this section.does not conform to State law and this ordinance is requeste(
<br />by the City Attorney so that the Code of the City of Portsmouth will conform to the State
<br />Code."

<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was approved
<br />on first readiaBg and by the following vote:
<br />
<br /> "AN ORDINANCE TO~AMENDiTHE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, ~1961,
<br /> BY AMENDING SECTION 19=19.1 THEREOF PERTAINING TO DISORDERLY HOUSES AND
<br /> CONTROLLED BRUGS."

<br /> 72-470 - "Iisubmit the attached ordinance and recommend it be placed on first reading.
<br />This closes a portion of a 20,ft. alley located between Greenwood Drive and Barclay Avenue.

<br /> This has been requested by the adjacent property owners,' The Planning Commission
<br />has approved the closing and a copy of the report of the viewers is attached hereto.''
<br />
<br /> On motion of Mr..Johnson and seconded by Mr. Smith, the following.~rdinance was approved
<br />on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO'CLOSE A PORTION OFA TWENTY FOOT ALLEY LOCATED BETWEEN
<br />GREENWOOD DRIVEAND BARCLAY AVENUE;"

<br />
<br /> 72-471 - "I Submit the attached ordinance and recommend it be placed on first reading.
<br />Th£s closes a portion of Summit.Avenue located between Peach Street and Chestnut Street.
<br />This has been requested by the adjacent property owners. The Planning Commission has
<br />approved the closing and a copy of the report of the viewers is attached hereto.,,

<br />"AN ORDINANCE TO CLOSE A PORTION OF SUMMIT AVENUE LOCATED BETWEEN P~ACH STREET
<br />AND CHESTNUT STREET."
