<br /> WHEREAS, said hearing has been duly held and in the judgment of the Council the
<br />said sidewalk should be constructed.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth:
<br />
<br /> Section 1: That the construction of a sidewalk along the east side of the 2600 block
<br />of Arcadia Avenue between 2617 Arcadia Avenue and 3405 Trexler Avenue, where standard
<br />sidewalks do not now exist, is hereby authorized.
<br />
<br /> Section 2: That the cost of constructing said sidewalk, when the same shall have been
<br />ascertained shall be apportioned by the City Assessor between the City of Portsmouth and
<br />the abutting landowners, and assessed against said abutting landowners, as. provided by law.
<br />
<br /> Section 3: That the City Clerk shall forthwith cause to be recorded an abstract of
<br />this resolution, together with a statement showing the ownership and location of the property
<br />to be affected by the proposed sidewalk and the estimated amount that will be assessed agains:
<br />each abutting landowner in accordance with the statement thereof on file in his office."

<br />
<br /> 72-486 - "I recommend I be authorized to employ the architectural firm of Yates, Boggs,
<br />Berkeley and Service f6r the design of a new fire station to be located at the intersection
<br />of Portsmouth Boulevard and Elm Avenue. This station is to replace the present Lincoln
<br />Street station and the Des Moines Avenue station. The merger of these two stations and
<br />the proposed location has been approved by the fire insurance underwriters.
<br />
<br /> The site has been acquired for the construction of this station and the project is desig~
<br />nated for construction for fiscal year 1972-73 in the S-Year Capital Improvement Program.
<br />The City will receive partial credit for this station in the Southside Urban Renewal Projects
<br />
<br /> Motion of Mr. Johnson and seconded by Mr. Smith approval of the recommendation.
<br />
<br /> Substitute motion of Mr. Early and seconded by Mr. Wentz that the matter be referred
<br />back to the City Manager to consult with both firms and come back with recommendation at next
<br />Council meeting, was adopted by the following ~ote:

<br /> 72-487 - "Bids were scheduled to be opened Monday, November 20, 1972, for the sale of
<br />City-owned property on the waterfront north of the Lightship.
<br />
<br /> There were no bids submitted; however, a letter was received from Mr. Arnold Leon, Attorney,
<br />representing Mr. Allan J. Segal. The letter requests that certain amendments be made in
<br />the advertisement of sale and that the property be readvertiesed. A copy of the letter is
<br />attached.
<br />
<br /> I recommend this be referred to conference to consider the amendments."

<br /> On motion of Mr. King and seconded by Mr. Early, to concur with the recommendation, was
<br />adopted by unanimous vote.
<br />
<br /> 72-488 "I am in receipt of a proposal for the engineering services for a master draina
<br />plan and preliminary street grades for the northwest portion of the Churchland area. R.
<br />Kenneth Weeks proposes to furnish this service for a lump sum fee of $23,500.
<br />
<br /> The area of study is the northwest portion of the Churchland area, generally north of
<br />the Norfolk, Franklin and Danville Railroad, and west of Craney Creek at the Craney Island
<br />fuel depot. The area is approximately 3.2 square miles.
<br />
<br /> The study will update the 1" = 200 ft. planemetrics to show the some 8.7 miles of new
<br />streets and developments. Field location of existing storm drainage systems including pipe
<br />size and invert elevations will be established. Also included will be major outfall ditch
<br />inverts beyond points of discharge as required for overall design and all of the system Will
<br />be shown on the planemetrics.
<br />

<br /> 72-428 The following letter received from J. G. Ripley, State Urban Engineer, Depart-
<br />ment of Highways, was road by the City Manager:
<br />
<br /> "Mr. R. D. Ottavio, City Clerk, sent us a copy of a resolution adopted by the City
<br />Council on October 10, 1972, requesting that pedestrian walkways be provided on the West
<br />Norfolk Bridge.
<br />
<br /> This has been reviewed by the Department aid a_decision has been reached that provisions
<br />should not be provided for pedestrians on a limited access facility."
<br />
