<br />The following reports from the City Manager were read:
<br />
<br /> 72-504 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This concerns real estate tax relief for senior citizens. While the provisions of this ordi~
<br />nance~:~dO~nD~tb~eom~effective until July 1, 1973, it is necessary to approve it at this time
<br />due to the requirement that an applicant must file by February 1 for eligibility for tax
<br />deferral.
<br />
<br /> Property owners 65 years and older are eligible CO qualify for this tax deferral, but
<br />only to property used as their residence. The combined income of owners or owners' relatives
<br />living in the dwelling shall not exceed $3,600 for an unmarried owner or $4,800 for a married
<br />couple.
<br />
<br /> The net combined financial worth shall not exceed $10,000 and the fair market'value
<br />of the property not to exceed $16,S00. The property must also have been owned and occupied
<br />by the applicant for the'preceding two calendar years and they not have disposed of assets
<br />to future heirs within the preceding five years, if these assets would make them ineligible.
<br />
<br /> That portion of the real estate tax that exceeds seven percentum of the gross combined
<br />income can be deferred, but not to exceed $200 each taxable year. Those persons whose income
<br />is less than $2,400 annually shall be granted deferral of their total real estate tax liabili
<br />
<br /> The best estimate that can be made is this will provide approximately $82,000 annually
<br />in tax relief for senior citizens. It should be noted that this can have an adverse effect
<br />on "Revenue Sharing" since under the regulations of these funds, any reduction in tax collec~
<br />tions will reduce the amount received under revenue sharing. To offset this, the City can
<br />adopt a service charge fee on certain tax~exempt properties. An ordinance on this will
<br />be presented when the next fiscal year's budget is considered.

<br />This amends the license tax pertaining to trucks.
<br />
<br /> ~en the license tax ordinance on automobiles was amended to conform to the State rate,
<br />the license rate on trucks was also amended. Since the State rate is substantially higher
<br />than what the City and the surrounding communities have been charging, it is being recommend~
<br />that we return to the old rate. This will make the City competitive with the neighboring
<br />cities."

<br /> 72-506 - "I submit the attached resolution and recommend its adoption. This authorizes
<br /> the transfer of a small tract of City property to the Portsmouth Parking Authority.

<br /> On the western edge of Edinburgh Square Parking Lot, there is an irregular-shaped parcel
<br />of land still titled in the name of the City which is within the curb line of the parking
<br />lot. The land was formerly a portion of the library site; however, there is a public servic~
