Saunders Early, Jr., James W. Holley, Burrell R. Johnson, <br />Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., <br />City Manager, W. J. O'Brien, Jr., City Attorney. <br /> <br />Prayer was offered by Councilman King. <br /> <br />Mayor Barnes extended a word of welcome to visitors in attendance. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to approve the minutes as received, <br />was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />73-1 Public Hearing Revenue Sharing <br /> <br /> "Pursuant to the requirements of Federal law, notice is hereby given that the Council <br />of the City of Portsmouth, Virginia, will hold a public hearing at 7:30 P.M., January 9, 1973 <br />in the Council Chambers, Fourth Floor, Municipal Building, No. 1 High Street, for the purpose <br />of considering the expenditure of Entitlement 3 of general revenue sharing." <br /> <br />Letters were received from the following: (See Exhibit 73-1) <br /> <br />Barry D. Walker, 1749 Spratley Street, Citizen (See Exhibit 73-1) <br /> <br /> All letters that were presented, to be furnished to Municipal Finance Commission for <br />their recommendations and will so be advised. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 73-2 "I submit the attached resolution and recommend its adoption. This supports <br />the westernmost route of the proposed crossing for Interstate 664 crossing Hampton Roads. <br /> <br /> Consulting Engineers have made a study of the possible route crossings for the third <br />Hampton Roads tunnel between Newport News and Portsmouth. Nine different routes have been <br />studied. <br /> <br />This resolution supports the route designated as Number 1 by the consultants. They <br />~state that this route is the most desirable from the standpoint of traffic planning. Also. <br /> this route ~ill offer the most desirable route from the standpoint of future economic growth <br /> and development generated by a new third crossing of Hampton Roads. The route will produce <br /> the best balance of the 1995 traffic volumes throughout the three bridge and bridge/tunnel <br /> crossings of Hampton Roads and will take the least amount of park and recreation land. <br /> <br /> The purpose of this resolution is to submit it at the public hearing to be held by <br />the State Highway Department. We will also have representatives speak in favor of this <br />crossing when the public hearing is scheduled." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following resolution was adopted,' <br />and by the following vo~e: <br /> <br />"A RESOLUTION REQUESTING THA~T THE STATE HIGHWAY DEPARTMENT ADOPT THE WESTERNMOST <br />ALTERNATIVE ROUTE FOR THE INTERSTATE 664 CROSSING OF HAMPTON ROADS. <br /> <br /> ~HERBAS, the State Highway Department will consider at a public hearing in March, <br />1973, a number of alternative routes for the Interstate 664 Crossing of Hampton Roads; <br />and <br /> <br /> WHEREAS, it is the judgment of the Council of the City of Portsmouth, Virginia, that <br />the socioeconomic development of the City of Portsmouth and the communities of the south- <br />ern area of Hampton Roads will be best served by the adoption of what is known as the westerm~ <br />most alternative route for the Interstate 664 Crossing of Hampton Roads between Newport <br />News and the Bowers Hill-Belleville Connector in the City of Nansemond. <br /> <br /> <br />
