Indeed, it is the responsibility of free men everywhere." <br /> <br /> The Mayor presented Mr. Enrico with a Merrimac Pin and congratulated him on his award. <br /> The following reports from the City Manager were read: <br /> <br /> 73-23 "t submit the attached resolution and recommend its adoption. This signifies <br />the intention of the City Councils of Chesapeake, Franklin, Nansemond, Norfolk. Portsmouth, <br />Suffolk and Virginia Beach, and the Boards of Supervisors of the Counties of Isle of Wight <br />and Southampton to create a Water Authority under the Virginia Water and Sewer Authorities <br />Act. <br /> <br /> The resolution contains the proposed Articles of Incorporation which must be executed <br />and filed with the State Corporation Commission. The Articles of Incorporation will not be <br />effective or approved by the State Corporation Commission until each political subdivision, <br />after.its public hearing, advises the Commission to proceed. Any required changes by any <br />political subdivision after its public hearing will require the proposal to be withdrawn and <br />the entire procedure repeated. <br /> <br /> While the requirement that the resolution be adopted-before the public hearing appears <br />awkward, the State law establishes this procedure. The public hearing by the City of Portsmot <br />on the establishment of this authority has been scheduled for the Council meeting on February <br />27, 1975." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was adopted, <br />an by the following vote: <br /> <br />"CONCURRENT RESOLUTION SIGNIFYING THE INTENTION OF THE COUNCILS OF THE CITIES <br />OF CHESAPEAKE, FRANKLIN, NANSEMOND, NORFOLK. PORTSMOUTH, SUFFOLK AND VIRGINIA <br />BEACH AND THE BOi~RDS OF SUPERVISORS OF THE COUNTIES OF ISLE OF WIGHT AND <br />SOUTHAMPTON TO CREATE A MATER AUTHORITY UNDER THE VIRGINIA WATER AND SEWER <br />AUTHORITIES ACT AND SETTING FORTH ITS ARTICLES OF INCORPORATION." <br /> {Copy of resolution on file - ResolUtion No.6) <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 73-24 - "I submit the attached resolution and recommend its adoption. This appoints <br />the Mayor and Vice Mayor to represent the City on the Tidewater Transportation District. <br /> <br /> The Cities of Chesapeake, Norfolk, Virginia Beach and Portsmouth will have two representa <br />atives on this regional transportation authority. The law requires that the members of the <br />Authority be'from the governing body of each politicai subdivision." <br /> <br />and <br /> <br />Virginia, as Commissioners of <br /> <br />On motion of Mr. Johnson and seconded by Mr. Smith, the following resolution was adopted,t <br />by the following vote: <br /> <br /> "A RESOLUTION APPOINTING THE MAYOR AND VICE MAYOR OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, AS MEMBERS OF THE TIDEWATER TRANSPORTATION DISTRICT COMMISSION. <br /> <br /> WHEREAS, it is necessary to appoint two members of the Council of the City of Portsmouth,i <br /> the Tidewater Transportation District. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Jack P. Barnes, Mayor, and Isaac W. King, Vice Mayor, members of this body, are hereby ap- <br />pointed as members of the Tidewater Transportation District Commission to represent this <br />City on that body." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Went~, Barnes <br />Nays: None <br /> <br /> 75-25 - "I submit the attached resolution and recommend its adoption. This appoints <br />five viewers for the closing of Seventh Street lying west of Tyre:Neck Road. <br /> <br /> This closing has been requested by the adjacent property owners and the closing has <br />been approved by the Planning Commission. <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following:resolution was adopted, <br />and by the following vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING OF SEVENTH. STREET LYING WEST OF TYRE <br />NECK ROAD. <br /> <br /> WHEREAS, Roy D. Taylor, Dolores Taylor. Paige M. Taylor and Marilyn Taylor have made <br />application to vacate and close the hereinafter described portion of a certain street and <br />it appearing that notice of the application and request for the appointment of viewers was <br />duly posted on January 10, 1973. on the bulletin board of the Court of Hustings for the City <br />of Portsmouth, on the bulletin board of the Circuit Court of the City of Portsmouth, and <br />on the bulletin board of the Municipal Court of the City of Portsmouth. <br /> <br />~h <br /> <br /> <br />
