<br /> Motion of Mr Smith and seconded by Mr. Early, to approve the minutes as received, was
<br />adopted by the following vote:

<br /> 73-65 - The following res'~lution was presented to Mrs. Elizabeth T. Hutchins, wife of
<br />the late George R. Hutchins, Commissioner of the Revenue, for services rendered whi~e in
<br />office:
<br />
<br /> "WHEREAS, in his infinite wisdom, Almighty God on February 14, 1973, called unto Him
<br />George R. Hutchins, who served as Chief Deputy Commissioner of Revenue for thirty-two years,
<br />and Commissioner of Revenue from January 1, 1973 to February 14, 1973, giving of talent mn
<br />conducting the affairs of this City and its citizens; and
<br />
<br /> WHEREAS, through is foresight and zeal earned the affection of the people in the City
<br />of Portsmouth; and . ~
<br />
<br /> WHEREAS, the community has suffered a great loss in the passing of George R. Hntchins
<br />anding the has worth joined of with his his accomplishments, family, friends and associates in,mourning his~death and in recogniz-
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the sympathy of this body acting for the citizens of this City, be and hereby is extended to
<br />the family of the late George R. Hutchins.
<br />
<br /> BE IT FURTHER RESOLVED, that this resolution be spread upon the minutes of the Council
<br />and a copy thereof be forwarded by the City Clerk to his wife, Elizabeth T. Hutchins, in
<br />recognition of Mr. Hutchins' respected place in this community."

<br />BEACH AND THE BOARDS OF SUPERVISORS OF THE COUNTIES OF ISLE OF WIGHT AND SOUTHAMPTON
<br />TO CREATE A WATER AUTHORITY UNDER THE VIRGINIA WATER AND SEWER AUTHORITIES ACT AND
