Loew, Jr., ~6~Aspin Street, spoke. <br /> <br /> Motion of Mr. Early and seconded by Mr. Holley that the City Manager forward a letter to <br />proper party in the State ~overnment as to the delay Of State Water Control Board approving <br />this project, wes adOpted/aYvoice vote of 6-0. (Mr. Johnson absent from Council Chamber when <br />vote taken) <br /> <br />73-91 The following letter received from Director of Planning was read: <br /> <br /> "At its regular monthly meeting on March 6, 1973, the City Planning Commission reviewed <br />and resolved to recommend approval of the following two group housing pro2'ect applications: <br /> <br /> CHURCHLAND WEST APARTMBNTS: Property located west of Towne Point Road along the Chesa- <br />peake ~ine. Proposed are 192 garden apartment dwelling units on 18 acres of land zoned <br />R~idential R-75. Involved is a related subdivision which will widen Towne Point Road to 90 <br />feet, introduce a new joint parkway-type entmance and provid~ two new streets in a network <br />previously suggested by the City Planning Commission. The developer is Churchland Townehouse <br />Corporation, the architects Arani, Murrell and Associates and the engineers Bladwin & Gregg. <br />Design is closely linked ~o adjoining areas on each side. To the south, in Chesapeake, this <br />new street will allow access to Portsmouth property heretofore accessible only through Chesa- <br />peake. <br /> <br /> YORKSHIRE SQUAR~ APARTMENTS: Property located north of Airline Boulevard to the east <br />of Y~rkshire Drive back-to-back against the recently opened Manor View garden apartment devel- <br />opment. Proposed are 160 garden apartments on a 14¼ acre tract of land zoned high density <br />Residential R-60. Involved is a related subdivision which will provide a new loop street <br />from Yorkshire Drive ~o Airline Boulevard along with certain improvements therein. Yates <br />and Berkeley are the architects, Lee-Hall Partnership is the developer and Hassell ~ Folkes <br />are the engineers. Design is closely linked to the Hattonsville Non-r~sidential Corridor <br />where such housing flanks commerce along commercial airline Boulevard. <br /> <br /> Displayed are the site plans with relevant data thereon which the City Planning Commissio~ <br />reviewed in actions leading up to its decisions to recommend approval of thes~ two group <br />housing projects." <br /> <br /> Motion of Mr. Smith and seconded by Mr. ~arly, to concur in recommendation of Planning <br />Commission, was adopted by a voice vote of 6-0. (Mr. Johnson absent from Council Chamber when <br />vote taken) <br /> <br />73-92 - The following letter from Director of Planning was read: <br /> <br /> '~t its regular monthly meeting on 6 March 1973, the City <br />a petition by Attorney John M. Carter for Mr. and Mrs. Arent T. <br />C. Nelson of Kennedy Drive, Portsmouth, to close the following <br />an un-improved street: <br /> <br />Planning Commission considered <br />Larsen, Sr., and Mrs. Nancy <br />stub of Axson Street which is <br /> <br />'Ail of that portion of Axson Street lying between where Axson Street inter- <br />sects with Kennedy Drive and running therefrom to the southerly side of Partridge <br />Street (formerly Porter Road); said portion to be closed is unpaved and unused <br />being 50' in width and estimated to be approximately 100' in length. <br /> <br /> The Commission found no declaration of need to retain any drainage or utility easements <br />in this case, but the viewers, in their research, may?offer some recommendations." <br /> <br /> Motion of Mr. King and seconded by Mr. Smith, the matter to be referred to City Attorney <br />for proper handling, was adopted by unanimous vote. <br /> <br /> 73-93 - The following letter received from Ms. Goldie Bowling, Secy., Parkside Senior <br />Citizen Club, was read: <br /> <br />"We, the Parkside Senior Citizens Club, of 715 Summers Place, Portsmouth, wish to express <br />feelings concerning the following matters in relation to the Senior Citizens of this area: <br /> <br /> 1. ~a wish to request a sound plan for cutting the high cost of public trans~ <br /> portation, such as lowering bus fare, or devising a means of extending courtesy <br /> tickets to the elderly. <br /> <br />2. We wish you to consider the high cost of housing, both public and private. <br /> <br />3. The exemption of real estate taxes rather than just deferment is a matter of great <br /> interest to us. <br /> <br />We also request the continuance of the Senior Citizens Center at 458 Court St. <br />W~ feel this Center is important as a nucleus for all Senior Citizens activities." <br /> <br /> Motion of Mr. Holley and sem6nded by Mr. Johnson, the matter be referred to the Finance <br />Commission, was adopted by unanimous vote. <br /> <br /> <br />
