73-105 - "I submit the attached resolution and recommend_its adoption. This requests <br />the Virginia A~lcoholic Beverage Control Board to.allow the sale of alcoholic beverages <br />in the City until 2:00 a.m., Monday through Saturday, during the period of daylight saving <br />t~e. <br /> <br /> This resolution was submitted last year to the board but due to the lateness of the <br />submission, it was not approved. The board did advise that this could-be resubmitted <br />this year for consideration for the summer of 1973. <br /> <br /> On motion of Mr. Smith and seconded by Mr. King the following resolution was adopted, <br />andb~y the following vo~e: <br /> <br />'A RESOLOTION REQUESTING THE VIRGINIA ALCOHOLIC BEVERAGE CONTROL BOARD TO <br />ALLOW THE SALE OF ALCOHOLIC BEVERAGES IN THE CITY OF PORTSMOUTH UNTIL <br />TWO A.M. MONDAY THROUGH SATURDAY DURING THE PERIOD OF DAYLIGHT SAVING TIME. <br /> <br /> ~EREAS, the sale of alcoholic beverages in the City of Portsmouth is now permitted <br />until One A.M, during the period of daylight saving time; and <br /> <br /> ~HEREAS, the Council of the City o~ Portsmouth desires that the sale of such beverages <br />be allowed until Two A.M. on.Monday through Saturday during the period of daylight saving <br />time. <br /> <br /> NOW, THEREFORE, BE IT RESOLVEDby the Council of the City of Portsmouth, Virginia, <br />that the Virginia Alcoholic Beverage Contro~Board he and hereby is strongly urged to <br />permit the sale of alcoholic beveragesin the City of Portsmouth until Two A.M. on Monday <br />through Saturday during the period of daylight saving time. <br /> <br /> BE IT FURTHER RESOLVED, tha~ the City Clerk be, and he hereby is, directed to forward <br />a copy of this resolution to the Virginia Alcoholic Beverage Control Board." <br /> <br />Ares: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />- UNFINISHED BUSINESS <br /> <br />73-82 - The following ordinance, approved at last meeting, was taken up and read: <br /> <br />"ANOORDINANCE TO APPROPRIATE $10,000 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE RENOVATION OF THE Ct~fDEN AVENUE PUMP STATION." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Holley, Jphhson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 73-106 - The following received from Mrs. Juan Pagan, Corresponding Secretary, Highland- <br />Biltmore Elementary School PTA, and Mrs. George Etherid~e, President, HighlandGBiltmore PTA, <br />was read: <br /> <br /> "Highland-Biltmore's PTA committee for school ground improvements would like time for <br />a brief hearing concerning the unsafe, unsanitary ditches in' £ront-of the schooland better <br />parking arrangements. <br /> <br /> We would like to bring this matter before you and other members of Council as soon as <br />possible. <br /> <br />Please advise of when and if this can be?placed on your agenda." <br /> <br />Mrs. Joseph Mayo, 1616 Charleston Avenue, spoke representing the PTA. <br />Mr. M. L. Re,ford, 8 Langley Circle, spoke representing the PTA. <br /> <br /> Motion of Mr. Early and seconded by Mr. ~entz, the matter be referred to the City <br />~anager for his report and he confer with the School Board, if necessary, and report back <br />to Council at next meeting, was adopted by unanimous vote. <br /> <br /> 73-107 - The following request to spea~ was received frem George R. ~alker, 1749 Spratle~ <br />Street, was read: , <br /> <br />"Subject: The Agenda of the 27 March, 1973, Portsmouth City Council Meeting. <br /> <br /> ~h/rsuant to Coumcil Gag Rules 2-15.1 and 2-24, it is requested that my name be placed <br />on the subject agenda to address the issue of Pro~ect Area Committee (PAC) organizations vs. <br />the re-districting of the city into wards pursuant to the new Virginia Code Sections 15.1- <br />37.4,.$,.6,.7, and .8." <br /> <br /> <br />
