<br />Prayer was offered by Councilman King.
<br />
<br />Mayor Barnes extended a word of welcome to all visitors in attendance.
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Johnson, to approve the minutes as received, was
<br />adopted by the following vote:

<br />This closes a 20ft. alley between Progress Avenue and West Norfolk Road, south of Chemical
<br />Way. The closing has been requested by Virginia Chemicals, Inc.

<br />This appropriates $118,500 for the Comprehensive Plannin~ Management System now being develop-
<br />ed. This covers our second year of.funding receivedfrom the Department of Housing and
<br />Urban Development for the development of this program under a 701 grant.
<br />
<br /> The initial grant hy HUD was $30,000and with this-.grant of $79,000, the development
<br />of the system is funded through February, 1974.
<br />
<br /> With the Federal Government redesigning its programs from the current method of funding
<br />and going to the Community Development.block grant (special revenue sharing) concept, the
<br />development ofthe Planning Management systemcan be one of themost important steps the
<br />City will be taking.
<br />
<br /> The Community Development block grant legislation is based on the following concepts
<br />which will remain constant in theseveral versions likely to be proposed:
