March 27, 1973 <br /> <br /> At a regular City Council meeting held on March 27, 1973, in the City Council Chamber, <br />there were present: <br /> <br />Jack P. Barnes, E. Sounders Early, Jr., James W. Holley, Burrell R. Johnson, <br />Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., <br />City Manager, W. J. O'Brien, Jr., City Attorney. <br /> <br />Prayer was offered by Councilman King. <br /> <br />Mayor Barnes extended a word of welcome to all visitors in attendance. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to approve the minutes as received, was <br />adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />The following reports from'the City ~anager were read: <br /> <br /> 73-100 - "I submit the attached..ordinance and recommend it be placed on first reading. <br />This closes a 20ft. alley between Progress Avenue and West Norfolk Road, south of Chemical <br />Way. The closing has been requested by Virginia Chemicals, Inc. <br /> <br /> The Planning Co~mission-ha's approved the closinK and a copy of the report of the viewers <br />is attached." <br /> <br /> On motion of ir. Early and secondedaby Mr..:~i2h~ ~the~- following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO CLOSE A 20 FOOT ALLEY BET~rEEN PROGRESS AVENUE.AND WEST <br />NORFOLK ROAD (S-73-4)." <br /> <br />Ayes: Early, Holl-ey, J~hnson,, King, Smith, Wentz, BaFnes <br />Nays: None <br /> <br /> 75-101 "I submit the attached ordinance and recommend it be placed on first reading. <br />-This closes a 20£t. alley-between Progress AvenUe and West Norfolk. This covers our second year of.funding receivedfrom the Department of Housing and <br />Urban Development for the development of this program under a 701 grant. <br /> <br /> The initial grant hy HUD was $30,000and with this-.grant of $79,000, the development <br />of the system is funded through February, 1974. <br /> <br /> With the Federal Government redesigning its programs from the current method of funding <br />and going to the Community Development.block grant (special revenue sharing) concept, the <br />development ofthe Planning Management systemcan be one of themost important steps the <br />City will be taking. <br /> <br /> The Community Development block grant legislation is based on the following concepts <br />which will remain constant in theseveral versions likely to be proposed: <br /> <br /> <br />
