Walker, 1749 Spratley Street, <br />was read: <br /> <br /> "Pursuant to Council Gag Rules 2-15.1 and 2-24. it is requested that my name be place <br />on the subhect agenda to propose changes to the Charter of the City of Portsmouth, for con <br />sideration'and forwarding to our representatives in the General Assembly, and for the <br />necessary public debate and discussion before final submission for action in the coming <br />session." <br /> <br />Mr. Walker spoke <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, the matter to be referred to a <br />conference, was adopted by unanimous vote. <br /> <br /> 73-183 <br />read: <br /> <br />The following letter received from residents of blount Hermon area was <br /> <br /> 'The undersigned residents of Mount Hermon area request time to be set aside at the <br />regular meeting of Portsmouth City Council to be held on May 8, 1973 for the purpose <br />of following up Council action on our petition which was presented o~ MaFch-19, 1973. <br />Mr. George Walker, who spoke for us when the petition was presented, will again represent <br />us on May 8, 1973. ~Signed James W. Pearson, 2738-~.ueen~St~eeZ,~a~ <br /> <br /> Mr. Walker spoke on behalf of the residents of Mount Hermon area and presented <br />petition. (See Exhibit 73-183) <br /> Motion of Mr. Johnson and seconded by Mr. Holley, to be referred to the City Manager <br />and he take the accusations and refer them to Director of Housing A~thority for answers <br />to determine if there is any validity to anything that has been said, was adopted by <br />unanimous vote. <br /> <br /> 73-184 the following letter received from Mrs. David A. Wetherby, 4748 River Shor~ <br />Road, was read: <br /> <br /> "My husband and I were delighted to read that the Parks and Recreation Board has <br />recommended to you that there is a great need for a recreation building in Churchland. <br /> <br /> Life for young people in this area ~s difficult~ The roads are narrow and congested, <br />especially since the development of some of the open spaces; huge trucks thunder down the <br />roads all day long. I worry even about my teenagers -on bicycles, to say nothing of the <br />seven year old. That is all there is to do except for some basketball hoops by the <br />Junior High. I've heard recentny that the tennis courts at the high school are locked <br />when the tennis teams aren't using them. <br /> <br /> There are many people who live in Churchl.and who cannot afford a private swim club, <br />horseback riding lessons or even the expense of orever transporting children h~lfway <br />across town to fields, courts, playgrounds. <br /> <br /> We have many bright, energenic young people. To not channel and direct their energy <br />leaves them very vunerable to drug pushers, gang activities and restless pranks, even <br />good children who are bored are tempted to do. Young people need a safe place where they <br />can get together for exercise, companionship and fun. There's no place like this in <br />Churchland now. <br /> <br /> I hope you feel like we do, that money invested in the development of our youth is <br />one of the bestpexpenditures we can make. It will pay dividends." <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, the matter to be referred to the <br />Rarks and Recreation Commission, was adopted by unanimous vote. <br /> <br />Motion of Mr. Johnson and seconded by Mr. Smith, the meeting adjourned at 9:40 P.M. <br /> <br />APPROVED - <br /> <br />Mayor <br /> <br />City Clerk <br /> <br /> <br />
