Johnson, Jr., <br /> <br />Prayer was offere~ by Councilman King. <br /> <br />Mayor Barnes extended a ~ord of welcome to visitors in attendance. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to approve the minutes as reoeived, <br />was adopted by the following vo~e: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-186 The following resolutio~ was presented to Larry Schwab, Coach, I. C. Norcom <br />Basketball Team: <br /> <br />"A RESOLUTION CO~4ENDING THE I. C. NORCOM VAR.SITY BASKETBALL TEAM ON WINNING <br />THREE CHAMPIONSHIPS DURING THE SCHOOL YEAR 1972-73. <br /> <br /> WHEREAS, the Varsity basketball ~eam of I. C. Norcom High School has achieved state- <br />wide prominence and recognition by being one of the winners of the Tri-District Champion- <br />ship~ winning th~ S~uthern District Tournament Championship, and winning the Eastern <br />Regional Championship. <br /> <br /> WHEREAS, the winning of these championships by [. C. Norcom High School basketball <br />team has brought great honor and prominence throughout the State and to the City of <br />Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the <br />appreciation of the citizens of this City be hereby expressed and conveyed to the members <br />Of the Varsity basketball team of I. C. Norcom High School, and the coaches for a job <br />w~ll done. <br /> BE IT FURTHER RESOLVED, that a copy of the resolution be presented to the said <br />basketball team as a token of the esteem in which they are held by the people of this <br />City." <br /> <br />The following reports from the City Manager were read: <br /> <br /> 73-187 "I submit the attached seven ordinances and recommend they be plac'ed on firsl <br /> reading. These are all amendments to the City Code that are required due to State Code <br />changes made in the last sessionof the General Assembly. <br /> <br />These ordinances are as follows: <br /> <br />New section allowing fees to be charged for dishonored checks. <br />This allows the City to collect a fee of $10.00 when a bad <br />check iS presented to the City. <br /> <br />New section prohibiting the wearing of earphones while driving <br />a motor vehicle. <br /> <br />(3) <br /> <br />New s~q%iqnsl~eq~iring school bus drivers to wear seatbelts. <br />This requires motor vehicles to have-fixed seats for the <br />driver. Handlebars on motorcycles cannot be above fifteen <br />inches of the level of the seat. <br /> <br />(4) <br /> <br />Amends section prohibiting persons from playing in the streets; <br />further, roller skates, toys or other devices on wheels or <br />runners, except bicycles and motorcycles, are prohibited. <br /> <br />New section requiring retailers of motorcycles with seve~ or <br />less horsepower to provide a written statement to every <br />purchaser regarding registration and licensing of such <br />vehicles and the requirement of a motor vehicle operator's <br />license. <br /> <br />(6) New sections of technical changes-pertaining to illegal drugs <br /> and controlled substances; <br /> <br />(7) Amending section pertaining to inhaling drugs or other noxious <br /> chemicals. These are technical changes also. <br /> <br />~ On motion of Mr. Sm~hsand~ze=ond~d~By Mr. Johnson, the following ordinances were <br />appro~d~o~ first reading and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY~)OF PORTSMOUTH, VIRGINIA, 1961, <br />BY ADDING TO CHAPTER I0 THEREOF~ A NE~ SECTION PERTAINING TO FEES CHARGED <br />FOR DISHONORED CHECKS." <br /> <br />"AN ORDINANCE TO AMEND TH~ CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY ADDING TO'CHAPTER 18 THt~REOF A NE~ SECTION PERTAINING TO THE WEARING <br />OF EARPHONES ~HILE DRIVING A MOTOR%VEHI£LES." <br /> <br /> <br />
