<br /> After conferences with the Superintendent of Schools, it is recommended that the
<br />following adjustments be made to the appropriation ordinance and budget for fiscal
<br />year 1975~4. These changes will provide sufficient funds for recommended salary increases
<br />for all school personnel.
<br />
<br /> The school budget be amended and adopted in a single total of $19,274,219. This
<br />includes the local share of $7,804,2564 representing an increase of $404,864 over my
<br />original recommendation of $7,599,392. The increase includes $275,00~-in local funds
<br />and $129,864 returned by the schools from the 197273 fiscal year.
<br />
<br /> In addition to the increase recommended above, there will be $109,400 provided
<br />through capital outlay for mobile classrooms for kindergarten and school buses. The
<br />School Board has also reassigned $139,000 from other budget Categories for salary increase~
<br />
<br /> Motion of Mr. Holley, and seconded by Mr. Smith, .to approve the following ordinance
<br />on first reading:

<br />Page 27 of Budget Code 51S-04 in the amount of $29,100 be deleted and be referred to
<br />the Finance Commission for study and recommendation, was defeated by the following-vote:

<br /> 73-208 - "I submit the attached ordinance and recommend it be placed on first reading
<br />This adopts the Real Estate, Personal Property, and Machinery and Tool Tax rates for
<br />fiscal year 1973-74. The rate for real estate remains at $2.25, and personal property
<br />tax at $4.00. It is being recommended that the machinery and tool tax be reduced to
<br />a rate of $1.50. This reduction conforms to the recommendation of the Portsmouth Industri~
<br />Authority. This will allow Portsmouth's tax structure to be competitive with the surround.
<br />ing areas.

<br /> Motion of Mr. Smith and seconded by Mr. King, the following be approved on first

<br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL
<br />PROPERTY, AND MACHINERY AND TOOLS WITHIN THE.LIMITS OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, FOR THE PURPOSE OF RAISING RBVE~E FOR THE SUPPORT OF THE GOVERN-
<br />MENT AND THE PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING FUND ON THE
<br />PUBLIC DEBT FOR THE FISCAL YEAR BEGINNING JULY 1, 1975 AND ENDING JUNE 30, 1974."

<br /> Mr. Smith offered an amendment, that was seconded by Mr. Early, that real estate
<br />tax rate be changed to $2.50, was defeaged by the following, vote:

<br />Original motion was approved on first reading, and by the following vote:

<br /> 73~209 - "I submit the attached ordinance and recommend it be placed on first reading
<br />This establishes the pay and classification plan for City employees.
<br />
<br /> This ordinance amends the present plan to provide for a 5% cost-of-living increase
<br />to all employees. The plan is to be effective July 1, 1973."

<br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following ordinance was
<br />approved on first reading, and by the following vote:
