<br /> "At a special meeting of the Municipal Finance Commission held on May 16,;1~73,
<br />it was unanimously recommended that City Council establish a separate office of City
<br />Auditor with appropriate staff. The proposed expenditure for this office and staff not
<br />to exceed $25,000.00 for fiscal year 1973-74, It was further recommended by the Commissio:
<br />and the City's independent Auditors, that the new Auditor be of CPA quality with back-
<br />ground experience and knowledge in audit procedures.

<br /> This new office should be appointed by Council or its representatives with full
