<br />OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR THE
<br />SUPPORT OF THE GOVERNMENT AND THE PUBLIC FREE SCHOOLS AND TO PAY INTEREST
<br />AND SINKING FUND ON THE PUBLIC DEBT FOR THE FISCAL YEAR BEGINNING JULY 1,
