<br /> 73-271 - The following resolution received from Mr. Raymond Wanner, President,
<br />Virginia Gasoline Retailers Association, Incorporated, was read:
<br />
<br /> "WHEREAS, an energy crisis exists in the world today causing a critical shortage of
<br />petroleum products throughout the United States.
<br />
<br /> WHEREAS, the Congress of the United States is considering legislation requiring
<br />mandatory allocation of petroleum products.
<br />
<br /> WHLREAS, the retail segment of the petroleum industry will be on mandatory allocatio~
<br />for the duration of the energy crisis.
<br />
<br /> WHEREAS, it si the opinion of the
<br />RATED, that local governing bodies in the Stat6
<br />the construction of new gasoline retail outlets
<br />
<br />GASOLINE RETAILERS ASSOCIATION, INCORPO-
<br />of Virginia should declare moratoriums on
<br />for the diration of the energy crisis.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, that the Convention of the Virginia Gasoline Retailer
<br />Association, Incorporated, go on record as supporting the enactment of ordinances, by
<br />governing bodies of cities, towns and counties throughout the Commonwealth of Virginia
<br />prchibiting the construction of new gasoline retail outlets for the duration of the energy
<br />crisis.
<br />
<br />BE IT FURTHER RESOLVED, that the Executive Secretary of the Virginia Gasoline
<br />'~ilers Association, Incorporated, is hereby directed to forward a cop)- of this Resolu-
<br /> tion to Governor Linwood Holton, Lieutenant Governor Henry E. Howell, Jr., members of the
<br /> General Assembly of Virginia, and the governing bodies of cities, towns and counties of
<br /> the Commonwealth of Virginia.

<br /> 73-272 The following request to speak received from Ms. Kathleen Carlson, S~ecres
<br />Beauty Salon, 4249 Portsmouth Boulevard, was read:

<br /> "I, Kathleen Carlson, respectfully request the opportunity to speak at the City Counc
<br />pertaining to the Victory Boulevard Extension, at the Council meeting, Tuesday,night,
<br />June 16, 1973.
<br />
<br /> I feel the City and State is embarking on an obsolete plan, and extremely expensive
<br />mistake, to carry the extension through as plan shows. May I have an opportunity to
<br />present as thought that will give a greater opportunity for the city to collect greater
<br />commercial taxes, on a new plan for a more safely disburging traffic at the Alexander
<br />Corner Area."

<br /> 73-273 Motion of Mr. Wentz and seconded
<br />fiscal control by the Portsmouth City Council,
<br />Manager:
<br />
<br />by Mr. Johnson, the following items of
<br />be adopted for implementation by the City
<br />
<br />That the city manager have prepared ~n ordinance requiring that bound
<br />material printed at public expense show on the front of all such material
<br />the fact that it was printed at public expense, the cost. per copy, and
<br />the number of copies printed.
<br />
<br />That the city manager require that all departments report to him monthly
<br />all travel expense paid, showing the date, to whom paid, where the travel
<br />was accomplished, the purposes of the travel and the amount. This infor-
<br />mation to be summearized quarterly by the city manager and submitted to
<br />the city council. By this resolution, the school board is requested to
<br />furnish similar information monthly to the council through the city manager.
<br />
<br />3. That all recommendations for apprDpriations by the city manager cnntain a
<br /> statement as to:
<br />
<br />(1) That the money had previ6usly been budgeted.
<br /> or
<br />(2) That the money had not been previously budgeted, where he
<br /> recomends a~source of the funds, and a cumulative total for
<br /> the fiscal year of all funds appropriated, but not previousl budgeted.
