<br /> -At its regular monthly meeting on July 3, 1973, the City Planning Commission re-
<br />ceived an application from Attorney Vincent Parker £or six parties to close a portion of
<br />Douglas Avenue lying to the south of the south line of Columbia Street, near the VEPCO
<br />garage on the boundary of the Mount Mermon Urban Renewal Project. At the public hearing,
<br />the Redevelopment Authority had indicated approval of the application provided enough of
<br />this street stub is retained by the City of Portsmouth for construction of a cul-de-sac
<br />on the end of Columbia Street. Members of the Council may recall that Douglas Avenue,
<br />between Columbia Street and County Street, is due to be closed in the course of the Mount
<br />Hermon Project. Attorney Parker said he and the parties he represented were in complete
<br />agreement of the plan for Mount Hermon and agreed with the stipulation. Planning Ccm-
<br />mission recommends that our Engineering Department secure from the Redevelopment Authorit~
<br />a definite line for this new termination of Columbia Street so that our City Attorney can
<br />draft a proposed street closure ordinance which the Planning Commission can then endorse."

<br />"A RESOLUTION REQUESTING THAT THE JUDGES OF THE CIRCUIT COURT OF THE
<br />CITY OF PORTSMOUTH, VIRGINIA, ORDER THE IMPANELLING OF A SPECIAL GRAND
<br />JURY FOR THE PURPOSE OF IN~FESTIGATING ALLEGATIONS OF OFFICIAL MISCONDUCT
<br />AND CRIMINAL VIOLATIONS BY MEMBERS OF THE POLICE DEPARTMENT OF THE CITY
<br />OF PORTSMOUTH.
<br />
<br /> WHEREAS, investigations conducted by Virginia State Police have resulted in serious
<br />allegations of official misconduct and criminal violations by members of the Police Depart
<br />ment of the City of Portsmouth, Virginia; and
<br />
<br /> WHEREAS, such allegations must be thoroughly and responsibly investigated in order
<br />that the truth or falsity of these charges may be determined and that appropriate action
<br />may be taken toward the end that the citizens of Portsmouth be afforded the best possible
<br />police protection and law enforcement; and
<br />
<br /> WHEREAS, one of the methods available to investigate such allegations is the utiliza~
<br />tion of a special grand jury impanelled pursuant to Section 19.1-149 of the Code of Virgin
<br />1950, as amended; and
<br />
<br /> WHEREAS, it is the sense of the Council of the City of Portsmouth, Virginia, that
<br />the interests of the citizens and the welfare of the city as a whole would best be served
<br />by the impanelling'of such a special grand jury; and
<br />
<br /> WHEREAS, the Commonwealth s Attorney of the City of Portsmouth concurs with the
<br />Council that such a special grand jury should be ordered and impanelled.
