<br /> 73-294 "I submit the attached ordinance and recommend that it be placed on first
<br />reading. The ordinance amends that section of our business license tax ordinance pertain-
<br />ing to the rental of residential property by substituting for the definition presently
<br />included in such section the common law definition of the term "engaged in business."
<br />This amendment is required to rectify certain defects which have been brought to light
<br />by the recent decision of the Supreme Court of Virginia in the case of Krauss vs. The
<br />City of Norfolk."
