<br /> .At a regular meeting of the City Council, held on August 14, 1973, there were
<br />present:

<br />Rgymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., City Manager,
<br />W. J. O'Brien~ Jr., City Attorney.

<br />Prayer was offered by Councilman King.
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Early, the minutes be approved as received,
<br />was adopted by unanimous vote.
<br />
<br />The following reports from'the City Manager were read:
<br />
<br /> 73-342 "I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $76,200 for the purchase of three mobile classrooms
<br />and three new school buses.
<br />
<br /> The mobile classreoms are to be used to house kindergarten classrooms and the
<br />three buses will replace obsolete units. These items were removed from the regular
<br />school budget in order that the funds could be capitalized."
<br />
<br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was ap-
<br />proved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $76,200 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE PURCHASE OF SCHOOL BUSES AND MOBILE CLASSROOMS."

<br />
<br /> 73-343 "I submit the attac~edu~mdinance and recommend it be placed on first
<br />reading. This appropriates $16,880.86 from the Revenue Sharing Trust Fund for the
<br />purchase of equipment in the Public Safety category.
<br />
<br /> This approBriation is for the interest earned on Entitlement 3 funds from April
<br />through August of this year. There was originally earmarked $300,000 for replacement
<br />of equipment from the first two entitlements, but due to the large amount withheld
<br />from Entitlement 2, only $242,000 of this amount has been appropriated. This appropriatioi
<br />will reduce the outstanding amount needed to be funded for Revenue Sharing for equipment
<br />to approximately $41,000."

<br /> On motion~of Mr. Smith and seconded by Mr. Johnson, the following ordinance was
<br />approved on firstrreading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $16,880.86 FROM THE FEDERAL REVENUE SHARING
<br />TRUST FUND AND TO ALLOCATE SAID FUNDS FOR PUBLIC SAFETY EQUIPMENT."

<br />
<br /> 73-344 "I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $16,880.86 in the General Fund for replacement of equipment.
<br />
<br /> These funds represent part of the original allocation set up for replacement of
<br />equipment for the 197233 Revenue Sharing Funds. These are the same funds appropriated
<br />in the Federal Revenue Sharing Trust Fund, and a second appropriation is required in
<br />order that they may be expended through the General Fund under the category of replacement
<br />of equipment."

<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinamce was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $16,880.86 IN THE GENERAL FUND FOR THE
<br />REPLACEMENT OF;iEQUIPMENT."

<br />
<br /> 73-545 "l submit the attached ordinance and recommend it be placed on first
<br />reading. This repeals Sections 7-40 and 7-41 pertaining to regulation of Justices
<br />of the Peace.
<br />
<br /> The repeal of these sections is necessary because of amendments made by the last
<br />session of the General Assembly that make them no longer effective."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINA-~CE TO AMEND THE CODE OF THE CITY'OF PORTSMOUTH, VIRGINIA, 1961,
<br />BY REPEALING SECTIONS 7-40 and ?-41 THEREOF PERTAINING TO REGULATION OF
<br />JUSTICES OF THE PEACE."
