-115 <br /> <br />August 28, 1973 <br /> <br /> A report received from Community Action, Inc~that~wa~ requested by City Council, <br />was read~ (See Exhibit 73-360) <br /> <br /> Motion of Mr. Johnson and seconded by Mr. smith that the entire matter - ordinance, <br />Community Action report and periodical prepared by Metropolitan Criminal Justice Center, <br />be referred to the City Manager for comments and report back, was adopted by U~nim~ns~.~. <br />vote. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Johnson, the same material be forwarded <br />to CAC for their comments and report back, was adopted by unanimous vote. <br /> <br />- NEW BUSINESS - <br /> <br /> 73-374 - The following letter received from Mr. Harry Eager, 5632 Dodington Court, <br />Virginia Beach, Virginia, was read: <br /> <br /> "I can't say how pleased I am to see the favorable comments of Chief Boone and <br />Mr. Raymond Smith about the rock concert in Lawrence Stadium. I'm sorry to have missed <br />it, but I won't miss any in the future. <br /> <br /> At least you people took the time to see what would happen if young people gathered <br />to hear thei~ kind of entertainment. Here in Virginia Beach we aren't so lucky. I took <br />my wife and two small children to the bluegrass festival in P~ngo, and while I can't say <br />that I didn't see any beer or grass consumed, I can say that in the whole 60 hours I was <br />there i didn't see a single instance of obnoxious behavior. <br /> <br /> No one at the shows wants trouble. We may look funny to you, and maybe our musi~ <br />incomprehensible to anyone who gre~ up with, say, Benny Go~odman. Bu~ we're just folks. <br />I wish we could be treated as just folks, instead of like a hord~o£ Huns. <br /> <br />is <br /> <br /> ~t's pretty obvious now in Virginia Beach that anyone wo likes rock music is auto- <br />matically suspected of being a crazed dope freak who is liabt~ ~o trash the so-called <br />respectable people as soon as he's out of sight of armed cops. <br /> <br /> I used to go to a lot of local <br />trouble than the bluegrass festival. <br />Thanks." <br /> <br />sports events, and I never saw one that had less <br /> Apparently, the Portsmouth show ~as even better. <br /> <br /> Motion of Mr. King and seconded by Mr. Smith, to be received as information, was <br />adopted by ~nanimous vote. <br /> <br />73-375 - The following ordinance was presented: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY ADDING THERETO CHAPTER 5A PERTAINING TO CABLE TELEVISION COMMUNI~F~ATIONS <br />SYSTEMS AND FRANCHISES THEREFOR." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the ordinance was approved on <br />first reading, and by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-376 Motion of Mr. Smith and seconded by Mr. Johnson to go into the election <br />of members to the Board of Adjustments and Appeals, was adopted by unanimous vote. <br /> <br />Mr. King nominated William T. Armistead and Richard A. Bolden. <br /> <br /> Motion of Mr. Smith and seconded by Mr. King to close nominations, and Mr. Armistead <br />and Mr. Bolden were re-elected to the Board of Adjustments and Appeals for a term of <br />three years, expiring September 1, 1976, was adopted by unanimous vote. <br /> to the <br /> 73-377 Motion of Mr. Johnson and seconded by Mr. Smith, to refer/City Manager for <br />his consideration if utility poles can be moved away from the curb, probably at least one <br />foot, in order to avoid vehicles hitting same, was adopted by unanimous vote. <br /> <br /> 73-378 Motion of Mr. Smith and seconded by Mr. Johnson, that the Council <br />an executive session prior to the next regular meeting for the purpose of: <br /> <br /> (1) Discussing appointments to Boards and Commissions. <br /> (2) Discussing the disposition of city property. <br /> (3) Consultation with counsel pertaining to leg~matters. <br />was adopted ~y-~6~l (Holley). <br /> Motion of Mr. Holley and seconded by Mr. King, the meeting adjourned <br /> <br />APPROVBD <br /> <br />'L~ty Clerk <br /> <br />meet in <br /> <br />at 10:00 p.m. <br /> <br /> <br />
