<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE BID OF PORTSMOUTH
<br />TE~.4INALS, INC., TO PURCHASE CERTAIN CITY~WNED PROPERTY (CAROLINA AVENUE LOTS).~
<br />
<br />WHEREAS, the Council of the City of Portsmouth, Virginia, at a meeting held July 24,
<br /> the City Manager to advertise for sale certain City-owned property
<br /> and
<br />
<br /> %FHEREAS, the City Manager has caused the said property to be advertised upon certain
<br />in accordance with the aforesaid resolution; and
<br />
<br /> ¥~ERBAS, Portsmouth Terminals, Inc., has submitted a bid in response to said advertis
<br />such bid being equal to the minimum bid stated and being the only bid received.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is authorized to accept the bid of Portsmouth
<br />Terminals, Inc., for the following described property.
<br />
<br /> All those certain lots or parcels of land lying and being in the City
<br />of Portsmouth, Virginia, which are known and numbered as Lots 153, 155,
<br />157, 167, 169, 171 and 173 on the plat of the Portsmouth Water Front Land
<br />Company duly recorded in the Clerk's Office of the Circuit Court of the
<br />City of Chesapeake (formerly Norfolk County), Virginia, in Map Book 3,
<br />at page 91. The said Lots 153, 155, and 157 comprising Parcel No. 47
<br />on Tax Plate 106, and Lots 167, 169, 171 and 173 comprising Parcel No. 44
<br />on the aforesaid Tax Plate which is on file in the Office of the City
<br />Assessor, Portsmouth, Virginia.
<br />
<br /> AND BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized
<br />to complete all transactions and execute all documents incident to such conveyance."

<br />73-385 "I submit the attached Planned Use Report for Entitlement IV of Revenue Sharing
<br />Funds. It is my recommenda%ion that the $2,777,075 to be received by the City for the
<br />period July I, 1973, through June 30, 1974, be spent as outlined on the attached Planned
<br />Use Report. Also, I recommend that a public hearing be scheduled for September 25, 1973,
<br />on the planned use of Entitlement IV as outlined on the attached form."
<br />
<br /> Motion of Mr. Johnson and seconded by Mr. Smith, to concur in the recommendation
<br />and to be properly advertised for a Publi~c Hearing, was adopted by unanimous vote.
<br />
<br /> 73-386 "I submit the attached ordinance and recommend it be ptaced~on first reading.
<br />This appropriates $878 in the Federal Grants Fund for upgrading Criminal Justice personnel
<br />
<br /> This grant will provide the necessary funds for Judge Marsh to attend a two-week
<br />course presented by the American Academy of Judicial Education. The course is designed
<br />to refresh and update the knowledge of the Judge with respect to judicial procedures
<br />and recent court decisions.
<br />
<br /> Of the $878 appropriated above, $658 are Federal funds and the remaining $220 are
<br />State and local monies which were previously appropriated in the General Fund."
<br />
<br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved
<br />on first reading, and by the following vote:
<br />
<br />AN ORDINANCE TO APPROPRIATE $878 FROM THE FEDERAL GRANTS FUND FOR EDUCATION
<br />AND TRAINING SERVICES FOR JUDGES AND PROSECUTORS."
<br />

<br /> 73-387 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $27,510 as the City's cost in the improvements to Alexanders Corner
<br />and Churchland Boulevard and High Street West.
<br />
<br /> These are improvements authorized under the TOPICS Program with the State Highway
<br />Department in which the City pays 15% of the cost. The improvements include redesign
<br />of the intersections and improved signalization with new traffic signals. This conforms
<br />to the City's capital improvements program and is to be financed from a future bond issue.
<br />The total cost of the project is $183,396.
<br />
<br /> It is further recommended that the proper City officials be authorized to sign the
<br />agreement with the State Highway Department.
<br />
<br /> On moii~ of'Mr. Smith and seconded by Mr. King, the following ordinance was approved
<br />on first reading, and the proper City officials be authorized to sign the agreement, was
<br />adopted by the following vote:
