<br /> Prayer was offered by Councilman King.
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Early, the minutes to be approved as re-
<br />ceived, was adopted by the following vote:

<br /> Nays: None
<br />
<br />73-405 Public Hearing on Entitlement IV of Revenue Sharing was held.
<br />
<br /> Detail of recommended expenditures were presented by the City Manager at the request
<br />of Mayor Barnes. (See Exhibit 73-405)
<br />

<br />The foll6wing reports from the City Manager were read:

<br /> 73-4~6 "I submit the attached ordinance and recommend that it

<br />work, engineering, and specifications for the Sea-land facilities at
<br />

<br /> We are currently having some earth work done on the Sea-land site, test boring,
<br />test pile results and other engineering costs preliminary to writing the specifications
<br />for bid.
<br />
<br /> Under our lease arrangements with Sea-Land, all costs incurred for design, prelimin-
<br />ary work, specifications, etc., will be paid by the lessee or will be bonded as part
<br />of the total cost of developing Sea-Land facilities through a bond issue authorized
<br />by referendum to the voters in November of 1970. This will be a revenue type bond
<br />is sue."

<br /> On motion of Mr. King and seconded by Mr. Johnson, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR PRELIMINARY WORK INCLUDING.ENGINEERING AND BID SPECIFICATIONS FOR
<br />THE SEA LAND FACILITIES AT PINNERS POINT."

<br />
<br /> 73-407 "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This appropriates $30,000 in the Capital Improvement Fund for purchase of
<br />land and development of parking facilities in the Olde Towne Conservation Project.
<br />
<br /> The funds appropriated above are included in our S-year Capital Improvement Fund
<br />for 1973-74 for land acquisition and development of parks and facilities planned as
<br />non-cash credits for the Olde Towne Conservation Project.
<br />
<br /> The property to be purchased is a tract of land on the north side of Glasgow Street
<br />for use as parking in accordance with the Olde Towne Conservation Project requirements."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE GENERAl CAPITAL IMPROVEMENT
<br />FUND FOR THE PURCHASE OF LAND IN THE OLDE TOWNE CONSERVATION PROJECT
<br />(VA. R-49)."

<br /> 73-408 "I submit the attached resolution and recommend its adoption. This authori
<br />zes the transfer of land to the Virginia Port Authority and further authorizes the
<br />City Manager to accept a deed of conveyance for land from the Virginia Port Authority.
