October 9, 1973 <br /> <br />73-407 - The following ordinance, approved at the last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE GENERA1 CAPITAl <br />FUND FOR THE PURCHASE OF LAND IN THE OLDE TOWNE CONSERVATION <br />(VA. R-49)." <br /> <br />IMPROVEMENT <br />PROJECT <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the ordinance was adopted, and <br />by the following vote: <br /> <br />Ayes: Early Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />73-411 - The following ordinance, approved at the last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF tHE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTIONS 10-65.1, 10-65.4, 10-65.5, 10~5.7 AND 10-65.8 PERTAIN- <br />ING TO REAL ESTATE TAX RELIEF FOR CERTAIN ELDERLY PERSONS." <br /> <br /> On motion of Mr. Smith and seconded by Mr, Johnsmn, the ordinance was adopted, and <br />by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-399 - Annual Report 1972-'73, as presented by the Planning Commission, at the <br />Council meeting of September 11, 1973, was taken up. <br /> <br /> Motion of Mr. Early and seconded by Mr. Wentz, to be accepted as received, was <br />adopted by the following vote: <br /> <br />Ayes: Early, King, Wentz, Barnes <br />Nays: Holley, Johnson, Smith <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Holley to amend the motion to deleae map <br />from the report, was defeated by the following vote: <br /> <br />Ayes: Hol~ey, Johnson, Smith <br />Nays: Early, King, Wentz, Barnes <br /> <br /> Motion of Mr. Johns'on and seconded by Mr. King <br />of the General Assembly of neighboring districts and <br />and his staff relating to the Third Crossing and the <br />adopted by unanimous vote. <br /> <br />that City Council meet with members <br />a meeting be called with Mr. Fugate <br />interruptions-of Route 17, was <br /> <br />NEW BUSINESS - <br /> <br /> 73-439 The following letter received from Henry L. Brantley, Jr., Secretary, <br />Simonsdale Civic Club, was read: <br /> <br /> "The ~embers of Simonsdale Civic Club wish to call your attention to a drainage pro- <br />blem which exists in the area. <br /> <br /> The problem is water standing in some of the streets after rains until it is removed <br />by evaporation. This is caused by an existing ridge of dirt between the edge of the stree' <br />and the adjacent drainage ditch. This raised area prevents proper drainage of water into <br />the ditch. <br /> <br /> In view of the fact that the installation of curbs and gutters in the whole area <br />seems to be in the distant future, we feel that this condition can be alleviated by the <br />removal of this ridge of dirt and the grading of the shoulder to slope toward the ditch. <br /> <br /> Any efforts which the City could make to alleviate this problem will be greatly <br />appreciated." <br /> <br /> Motion of Mr. King and seconded by Mr. Smith that the matter be referred to the Cityy <br />Manager, was adopted by unanimous vote. <br /> <br /> 73-440 Motion of Mr. King and second~ by Mr. Smith, that the Council meet in an <br />executive session prior to the next regularly scheduled Council meeting for the purpose of <br /> <br />(1) Discussing appointments to Boards and Commissions. <br />(2) Discussing the disposition of City property, <br />(3) Consultation with Counsel pertaining to legal matters. <br /> <br />was adopted by the following uote: <br /> <br />Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br />Nays: Holley <br /> <br /> <br />
